Position Objective: Perform day-to-day administrative and litigation support activities in support of customer’s Director, Deputy Director, Division Chiefs, and other Division staff members.
Duties and Responsibilities
Provide highly skilled and specialized support to senior government officials such as trial attorneys, Administrative Judges, SES-level Directors and other senior government officials to include executive administrative, litigation support and program analysis activities in support of all Division needs.
Anticipate and meet the needs of individual customer Divisions independent of Government supervision.
Apply detailed knowledge and understanding of the personnel security administrative litigation process under DoD Directive 5220.6 and other applicable security clearance regulations and the safeguarding and handling for PII and other highly sensitive information.
Ensure all work products clearly demonstrate a clear understanding of each Division’s contribution to the overall customer mission and clearly articulate understanding of general security administration and all applicable guidelines, regulations and directives.
Independently manage a large caseload, workflow, update databases, and take appropriate actions without guidance or direction to accomplish the mission in the quickest and most efficient manner possible.
Consistently produce error-free work and make routine, non-inherently governmental, autonomous decisions on a daily basis;
Analyze, recommend and take appropriate actions to resolve requests related to the Freedom of Information and Privacy Act and the rules governing the release of official government information to the general public for both classified and unclassified information.
Demonstrate knowledge, understanding, and mastery of content of the English language including the meaning and spelling of words, rules of composition, and grammar.
Perform analysis of case files to determine completeness; initiate correspondence for government signature; perform error-free work; track and perform follow-up action to ensure case completeness prior to submission of any case; handle sensitive information, credit reports, derogatory information and other personally identifiable information with no errors.
Research, gather, organize, summarize and communicate significant and sensitive national security information orally and in writing to persons involved in the security clearance process.
Develop plans, schedules and conduct projects of varying complexity.
Use a variety of complex data and computer software and equipment, and demonstrate the ability to identify, troubleshoot, and resolve problems and issues.
Analyze policies and procedures relating to industrial personnel security cases, as well a large case load of industrial security clearance cases (ISCR), contractor trustworthiness (ADP) cases, financial and educational claims cases and other work.
Case support includes, but is not limited to, litigation support, document research, production, preparation and workload management, organization, document summarizing, document filing, mailing, and using the Joint Personnel Adjudication System (JPAS), Defense Information Security System (DISS) and other National Security Databases (NSDs) making appropriate entries to the case tracking system.
Provide a wide scope of support to the Director and Administrative Division
Provide direct administrative support to customer staff whose scope of responsibility, span of influence, and impact requires the Administrative Litigation Support Specialist to initiate outreach and interactions primarily with executives and other personnel from within, and superior to, the organization.
Deliver flawless work products take appropriate actions without error in judgment or action to avoid risk and negative impact to mission operations and severe impact on national security.
Exercise judgment and perform work independently with limited guidance and review by senior government staff.
Independently identify potential problems and issues impacting the organization and proactively make recommendations to resolve.
Review correspondence and other documents and files to ensure documents are properly classified.
Receive, review and analyze incoming cases and record in the appropriate National Security Databases utilizing JPAS/DISS and specific Agency-initiated, web-based system.
Read and analyze reports for adjudication to interpret whether scope of investigation meets specific Agency investigative standards; prepare memoranda of findings, make recommendations, and summarize for correspondence in accordance with Agency requirements and consistent with all requirements under the National Industrial Security Program (NISP).
Develop and deliver responses, verbally or in writing, as appropriate, with detailed information and understanding of Agency case procedures, to written correspondence, email, and telephonic inquiries concerning status of cases.
Interpret and apply agency requirements to protect deliberative process and adhere to Privacy Act requirements to ensure all responses maintain national security posture.
Manage, track, prepare, copy and mail notice of hearings, orders, decisions, travel arrangements, correspondence, and perform other administrative/clerical functions across the organization.
Resolve inquiries from due process applicants and appellants, providing detailed information on status and an understanding of the Agency applicant/appeal process.
Manage, monitor, and execute case file disposition plans to include preparation and staging case files for file retention in accordance with Departmental processes and procedures.
Prepare other program and administrative documents as may be required from time to time, in response to time sensitive litigation and national security inquiries.
Conduct distribution runs within the agency and outside of agency as related to both classified and unclassified information.
Perform other administrative duties as required to include the following:
Sorting and distributing the incoming and outgoing mail,
Preparing closed cases to be shipped to the records holding area,
Filing cases and making copies of cases when required, and
Assisting with transporting unclassified and classified material to the various designated government locations.
Conducting supply inventory, and coordinating with designated government representative for ordering of supplies and equipment,
Assist with setting up conference calls and VTC, and maintaining the training room, witness room and, Director’s conference room calendars,
Prepare hearing notices and assist with scheduling hearings world-wide,
Conduct research, when necessary, for obtaining a sign language interpreter or a language interpreter,
Reconcile various accounts
Prepare hearing notices,
Review travel authorizations and vouchers, and
Other miscellaneous administrative duties of a like type within this scope as required.
Basic Qualifications:
Top Secret clearance
Bachelor’s Degree and one year of relevant administrative experience
Relevant experience may be substituted for education: High School Diploma and four years of relevant experience supporting program analysis activities
Minimum Qualifications:
Be familiar with or have the ability to utilize DoD Directive 5220.6, Defense Industrial Personnel Security Clearance Review Program.
Ability to communicate effectively in verbal and written communication.
Ability to safeguard and handle PII and other highly sensitive information
Proficiency with MS Office Suite and Adobe Acrobat Professional
Ability to work independently and troubleshoot problems with minimal guidance
Ability to consistently produce error-free work
Previous knowledge and application of the Privacy Act is preferred
Previous experience and proficiency in the use of JPAS and other personnel security related databases is preferred
Must be able to pass company and Agency security and background check process.
