The primary purpose of this position, MANAGEMENT ANALYST, GS-0343-9 potential GS-0343-11 is to conduct comprehensive resource and organizational analyses of a wide diversity of organizations, functions, and work processes and provide management consultant services to improve mission effectiveness, resource efficiency, and resource savings. Responsibilities Study the structure and/or functions of organizations with interrelated work processes or functions to improve processes, maximize resources utilization, and resolve substantive issues of moderate scope, and proposes new organizational structures. Prepare detailed plans, methods and procedures, manpower requirements utilization, benchmarking, and/or studies for substantive work processes and functions that are interrelated to improve production efficiency. Conduct detailed management studies and provides advisory services on substantive issues of moderate scope and impact to assess the effectiveness of program operations. Provide substantive management support services in the areas of program cost analysis , annual and multi-year fiscal planning, development of annual and multi-year fiscal planning, development of annual work plans and/or commercial activity. Advise, evaluate and promotes DOD and Air Force Productivity Enhancing Capital Investment programs organization and individual awards, and other recognition programs. OR EDUCATION: Must have successfully completed a master’s or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. OR COMBINATION OF EXPERIENCE AND EDUCATION: Must have equivalent combinations of successfully completed post 1 full year of graduate level education or superior academic achievement and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. GS-11 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes: performing fact-finding and investigative techniques; oral and written communications; and development of presentations and reports; analyze and advise management on the evaluation of the effectiveness of programs and operations or the productivity and efficiency; knowledge of: the substantive nature of agency programs and activities; agency missions, policies, and objectives; management principles and processes; and the analytical and evaluative methods and techniques for assessing program development or execution and improving organizational effectiveness and efficiency. OR EDUCATION: Must have successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. OR COMBINATION OF EXPERIENCE AND EDUCATION: Must have equivalent combinations of successfully completed post a master’s or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge and skill in the application of DOD, Joint and AF management engineering principles, concepts, and methodologies and financial management directives, concepts, procedures, guidance, and policy. Knowledge and skill in applying analytical and evaluative techniques to the identification consideration and resolution of issues or problems concerning efficiency and effectiveness of program operations to devise organizational structuring options for complex, diverse organizations. Skill in conducting interviews with supervisors and employees to obtain information about organizational missions, functions and work procedures. Ability to communicate effectively, both orally and in writing, to gain cooperation from others through tact, courtesy and diplomacy. Ability to access or locate information through the use of personal computer and software programs. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. Additional Information Hill Air Force Base provides worldwide engineering and logistics management for the F-16 Fighting Falcon, A-10 Thunderbolt II, and the Minuteman III ICBM, and performs depot maintenance of the F-16, A-10, and C-130 Hercules aircraft.
