The primary purpose of this position is to serve as an Aerial Port Expeditor Load Director (APEX). Performs general loading and offloading of cargo aircraft, restraining cargo onboard aircraft using tiedown chains and devices, straps, nets and pallet rail mechanisms. Responsibilities – Serves as an Aerial Port Expeditor Load Director (APEX). – Serves as a working leader. – Performs duties as a load team member, loading/offloading/re-sequencing military and civilian aircraft. – Operates gasoline, diesel, or electric vehicles. – Performs other related duties: Dispatcher: Posts mission status board, maintains mission status records, logbooks, and cargo rehandle logs. Training: Provides OJT on Materials Handling Equipment(MHE) and Mechanized Material Handling System (MMHS) to temporary and permanently assigned personnel. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the quality level of experience requirements described in the Office of Personnel Management (OPM) Qualification Standards Handbook X-118C. QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the WG-6900 Warehousing and Stock Handling Family. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time. The screen out element for this position is the ability to do the work of an AIRCRAFT FREIGHT LOADER (MVO/FLO) LEADER without more than normal supervision. JOB ELEMENTS: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of systems and equipment associated with the cargo function, including proper configuration of aircraft kneeling modes, position of cargo loading ramps, cargo doors, restraint rail systems and cargo winch operations. 2. Knowledge of aircraft cargo capacity and limitations, including floor load restrictions, shoring, restraint requirements, use of load charts and graphs as applied in consideration of weight and balance factors during preparation of load plans to provide the optimum center of gravity throughout flight. 3. Knowledge of safety and technical procedures for preparing cargo for loading, palletized cargo, vehicle preparation, handling and placement of hazardous cargo. 4. Ability to communicate orally and in writing to prepare lessons, documents, reports and present training/instruction and to interpret written instructions and specifications relating to cargo loading and unloading operations. 5. Ability to operate motor vehicles: heavy motor vehicles, K-Loaders, forklifts, tugs, and bobtails of various sizes and capabilities, along with passenger buses, staircase trucks, baggage conveyors, water trucks and Latrine Servicing trucks, and to perform routine vehicle operator servicing. 6. Ability to lead and train personnel, distribute work and give instructions. PHYSICAL EFFORT: Works on hard surfaces and in work areas that require standing, bending, kneeling, climbing and working in tiring and uncomfortable positions. Routine heavy lifting and carrying (45-79 pounds) when loading and unloading aircraft. Both hands are required. Work requires effort in reaching, bending, turning or moving hands, arms, feet and legs to operate vehicles and equipment. Hours of standing are more than 2 hours per day. Hours of kneeling are one to two hours per day. Hours of repeated bending are one to two hours per day. Routine climbing, use of legs and arms is required. Both legs required. Near vision correctable at 13 inches to 16 inches to Jaeger 1 to 4. Far vision correctable in one eye to 20/20 and 20/40 in the other. Both eyes required. Depth perception. Ability to distinguish basic colors. Hearing must meet H1 hearing profile in applicable regulations. Work requires ability for rapid mental and muscular coordination simultaneously. Mental and emotional stability required. If it can be otherwise accommodated a specific physical condition or impairment will not automatically disqualify a candidate. WORKING CONDITIONS: Work is done inside and outside in areas that may be hot, damp, extreme cold, drafty, or poorly lighted. Employee is regularly exposed to the possibility of cuts, scrapes, and bruises, falls from ladders, falling material, or injury from equipment. May be exposed to dust, dirt, grease, solvents, and high noise areas while working in a mechanized work area, or radiation, toxins, explosives hazards, or chemical fumes while working with hazardous materials. Intermittent excessive noise. Required to wear protective clothing such as steel toed safety shoes, ear plugs/headsets, helmets, and/or other protective equipment when in vicinity of aircraft with engines running. Working around moving objects or vehicles. Works closely with others.
