Contract Administrator
Aldea Engineering Services Ltd. provides expertise in design and construction management of tunnels and underground structures. Headquartered in the Toronto area, Aldea Engineering is seeking an experienced Contract Administrator with a tunneling, structural, or geotechnical engineering background to perform Contract Administration for a sewer rehabilitation project in the GTA.
Successful candidate must have applied experience in Contract Administration/Project Management of High-complexity projects, in inspection/construction roles.
Experience Desired
· Bachelor of Science Degree in Engineering required.
· Master’s degree preferred
· 5+ years working on providing Contract Administration services for water/wastewater trenchless and tunnel construction projects.
· GTA and North American experience strongly preferred.
· Certified Engineering Technician (CET) or Professional Engineer (PE/P.Eng) certification preferred
· MS Office proficiency is required.
Duties and Responsibilities:
· Responsible for chairing construction bi-weekly meetings, weekly review meeting and any other required meetings with utility companies, approval agency, Region, etc. as may be required throughout the course of construction.
· Preparation of meeting agendas and meeting minutes for construction bi-weekly meetings and any other relevant meetings.
· During construction responsible for updating and maintaining the emergency contact list for the project, executing progress payment certificates by following prompt payment requirements under the new Construction Act and Region’s payment procedures, and ensure all supporting documentation is provided with progress payment certificates.
· Prepare Contract Change Orders/Extras, including Change Directives, Request For Quotations, field instructions as required, and submit supporting/applicable documents through Project Online.
· Coordination and follow-up with all engineering disciplines to review shop drawings, RFIs, and other relevant construction documentation as required.
· Tracking red-line drawings with Contractor and ensuring adequacy of such information being captured.
· Ensuring that daily inspection reports are sufficiently detailed and being maintained, including all relevant photographs and uploaded to Project Online.
· Coordinating with all utilities, approval agencies, etc.
· Maintaining, updating and reviewing tracking sheets/logs for Risk Registry, RFIs, RFQs, CCOs, Submittals, Working Days, other issues, etc. and ensuring that relevant documents are provided and dealt with in a timely manner.
· Maintaining an up-to-date deficiency log and ensuring all deficiencies are dealt with and/or being dealt with in a timely manner.
· Reviewing and providing feedback on construction schedule submissions including narrative reports and two-week look ahead schedules provided by the Contractor.
· Ensuring and coordinating all required materials testing under the Consultant’s scope, including review of all materials testing to ensure conformance to the Contract Documents
· Ensuring that the Contractor is adhering to all requirements of the Contract and enforcing such requirements should they not be adhered to.
· Preparation of the required paperwork, calculations, etc. for the release of Substantial Performance and Total Performance certificates.
· Ensuring proper health and safety protocols are being adhered to on site in accordance with the OHSA, and raising concerns if health and safety protocols not being adhered to including unsafe work practices, and ensuring that the Contractor is rectifying such issues, including submission of incident reports and MOL orders etc.
· Construction Administrator shall also follow the requirements Section 8.3 of the York Region CRM
· Ability to communicate – technical and non-technical information in a concise, professional manner, including facilitation of technical meetings and workshops with owners, contractors and other stakeholders.
· Project Management – including development of proposals, cost estimates and schedules.
· Technical Writing – proficiency in technical writing including independent development of Technical Memoranda, Letters, and Reports.
Field based assignments will include weekday, night, and weekend work. Office based assignments will require a standard weekday business hours work schedule.
