Summary THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a HISTORIAN (Title 5), Position Description Number T5699000 and is part of the OK JFHQ, Oklahoma Army National Guard. Responsibilities This position is located on the special staff of The Adjutant General or Commander at the state Joint Force or Division Headquarters. This is a National Guard Title 5 position. The primary purpose of this position is to administer the History Office; to plan, organize and supervise all historical operations required by regulations; and to serve as historical advisor to senior leadership. This position is non-supervisory. Administers and manages the command History Office and history program. Serves as a member of the commander’s special staff and reports directly to the command’s director or chief of staff. Develops and implements long range plans for historical support to the command and to ensure the documentation of the activities of the command. Serves as authoritative historical advisor to senior command leadership and staff, coordinates with historians external to the organization, and directs Unit Historical Officers (UHOs) at Division and below. Advises UHOs in the maintenance of unit history files. Reports directly to the Adjutant General or Chief of Staff. Serves as the subject matter expert to The Adjutant General, senior leaders, and the chiefs of staff on all history and heritage matters. Prepares Annexes for EXORDS, OPORDS, FRAGOS and other orders, specifying operational requirements in support of the historical record. Advises associated working groups during all re-organizational activity in order to ensure Unit Lineage and Honors are correctly preserved and recorded. Serves as subject matter expert on all state heraldic matters, including modifications to Distinguished Unit Insignias and other uniform policy, and organizational colors and campaign credits. Educates National Guard members and the public on both general and specific historical topics pertaining to the state. Researches and writes periodic command histories. Sustains a consistent study of all aspects of the inter- and intra- agency relationships involved in preparedness and response to domestic emergencies and their influence on policy, planning, programming, research of solution development and the impact of such solutions on subsequent responses. Obtains pertinent data from all available sources and integrates supporting documentation into a meaningful whole; secures information and documentation by maintaining working relationships with JTF-State, TAG Staff, Special Staff, and Army/Air staff sections and other key personnel identified as producing materials and data of historical value. Conducts intensive study and critical analysis of gathered source material to become familiar with all aspects of current and imminent command challenges. Determines accuracy, authenticity, and value of gathered source material. Applies specialized knowledge of historiographic research methods. Writes historical narratives that consider interagency relationship, alternative courses of action, and the impact of senior leader decisions in choosing specific courses of action; produces professional, objective histories of relevant activities within the state, including mobilizations in support of domestic contingency operations. Ensures these reports are delivered annually to the Center of Military History via National Guard Bureau History Office. Ensures that command history reports encompass the complexities of the relationships between the State National Guard and the State government, FEMA, National Guard Bureau, US NORTHCOM, and/or USINDOPACOM. Prepares appropriate tables and charts and compiles extensive collection of supporting documents to accompany the historical narrative. Provides historical support of domestic contingency operations. Prepares contingency command historical reports that consider operational requirements, interagency relationships, alternative courses of action, and the impact of senior leader decisions in choosing specific courses of action. Collects and safeguards all documents in all formats concerning operations. Applies highly specialized knowledge of domestic contingency operations and a thorough understanding of the informational requirements to be served in developing definitions of the parameters of assigned research projects, and in making determinations regarding those aspects of the domestic contingency operations to be given particular emphasis. Requirements Conditions of Employment Qualifications BASIC EDUCATION: Bachelor’s degree (or higher degree) in history; or related field that included at least 18 semester hours in history. (Note: You must attach a copy of your transcripts.) OR Combination of education and experience: which includes courses equivalent to a major in history, or a major in a related field that included at least 18 semester hours in history, plus appropriate experience or additional education. (Note: You must attach a copy of your transcripts.) In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: Specialized experience equivalent to at least the GS-09 grade level in the Federal service which includes: 1) Conducting lectures or educational presentations. 2) Applying research methodology to gather historical materials and; 3) Developing history-based educational programs. OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: analysis, writing, critical thinking, research, OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
