Background to Post
In Beaumont Hospital, the Director of Nursing manages and is accountable for the total nursing services at executive level. The Directorate Nurse Manager (DNM) is accountable to the Director of Nursing and Clinical Director for the work of Clinical Nurse Managers (CNM) assigned to his/her Directorate. The Clinical Nurse Managers are in turn accountable to the Directorate Nurse Manager for the performance of Staff Nurses, Student Nurses and ancillary staff working with Nurses on Wards or in Departments.
The primary purpose of the CNM 1 role is to assist the CNM2 to coordinate and lead in the implementation of nursing activities within their ward.
Responsibilities:
1.0 PLANNING & ORGANISING
1.1 Coordination of resources
1.1.1 Human Resources
Daily planning and allocating of nursing teams with appropriate staff numbers, skill mix and level of experience in such a way that will meet the clinical management workload and ensure continuity of patient care in conjunction with the CNM 2.
Ensures that a systematic method for the assessment of individual patient needs is implemented and ensures the proper documentation of same.
Promotes each patient’s individual nursing care needs by allocating appropriately.
Prepares weekly duty rosters for each shift, taking into consideration holiday, study leave and other control limits.
Reviews and changes the roster as necessary on an ongoing basis, ordering bank staff judiciously with due regard to workload and budgetary constraints.
Arranges staff meal breaks in consultation with registered nurses.
Supports and supervises nursing staff and other support staff in carrying out their allocated responsibility to the required standard.
Monitors late attendance and unexplained absenteeism, and reports to the Clinical Nurse Manager 2 or in her absence the CNM 3 or Divisional Nurse Manager.
1.1.2 Material resources
Supervise allocated staff in the ordering and maintenance of agreed stock level’s and reports any deficiencies to the CNM 2.
Encourages staff to utilize resources judiciously by developing economical habits and adhering to the limits so as to ensure economical use consistent with satisfactory standards.
1.2 Patient Flow
Assist the Clinical Nurse Manager 2 or CNM 3 or Directorate Nurse Manager in the absence of the CNM 2 in the implementation of the bed management policy by:
Managing the utilization of patient accommodation in terms of placement of patients.
Organisation and planning admission of patients and ensuring that such activities are carried out appropriately.
Alerting the CNM 2 to any problems which the policies/practice or decisions of medical Staff are causing in the implementation of the bed policy.
In conjunction with the nursing, medical and allied health team formulate discharge plans which ensure continuity of patient care by liaising with health care professionals in the Community Care setting and ensuring appropriate follow up.
Ensure that patients have clear instructions regarding their follow-up appointments and named person to contact in the event of problems post discharge from the hospital.
2.0 BUILDING AND LEADING A TEAM
2.1 Staff Morale
Promotes and maintains a high level of staff morale hence promoting team spirit and job satisfaction among nursing, and other staff within the department.
Ensures welfare and safety policies are adhered to in the department.
Participates in the development of a ward orientation programme for new staff members, and assists with the implementation and evaluation of such programmes.
Ensures that all staff practice nursing within the Nursing and Midwifery Board of Ireland (NMBI) Code of Professional Conduct and Ethics (2014).
Reports to the CNM 2 any behaviour outside acceptable limits.
Investigates complaints, incidents and accidents involving all patients and staff in accordance with hospital policy.
2.2 Staff Development
Participates in clinical department induction training of all new nursing staff ensuring that staff nurses receive sufficient theoretical and practical training to make them safe practitioners.
Assesses and identifies training and development needs for nursing staff and health care assistants within the ward; participates in setting objectives for such learning and contributes to the development of training programmes where appropriate in consultation with the CNM 2.
Participates in the planning, Implementing and evaluation of:–
Ensures Hospital, specialist administrative and clinical policies and procedures are known to and understood by the staff, and are implemented.
Participates in teaching, counselling and training of learner nurses and plans to meet their needs in consultation with the CNM 2 and DNM.
As a skilled practitioner acts as a resource for advice, support, instruction and guidance for Staff Nurses in aiding the practice of skilled and effective nursing care in the clinical situation.
3.0 LEADING ON CLINICAL PRACTICE & SERVICE QUALITY
3.1 Clinical Care
In conjunction with the multidisciplinary team develop a pathway of care for patients. Refer patients to other health care professional’s e.g. social worker, dietician and physiotherapist as appropriate.
Maintain accurate records, ensuring confidentiality and safe keeping of these records
Ensures that appropriate nursing care is planned for individual patients based on need assessment and that each individual patient receives prescribed medical treatment and nursing care, within established policies, procedures and standards of care.
Ensures that verbal and written nursing reporting systems are accurate and adequate.
Ensures that accurate nursing reports accompany patients who are being transferred to other hospitals or other departments in Beaumont Hospital.
Ensures clinical competence of staff in performing clinical activities.
Maintains personal clinical skills by taking a caseload of patients as required.
Directs, supervises and mentors the nursing staff and health care assistants in the management of nursing care i.e. professional and specialist advice on the nursing care and demonstrate practical nursing skills.
3.2 Patient/Client Advocate
Ensure that patient’s comfort and needs are given priority at all times.
Provide an efficient, effective and high quality service, respecting the needs of each patient.
With expert clinical knowledge and experience act as a patient advocate, by participating in discussions on patient management issues on behalf of the patient in MDT meetings, with ward staff and other healthcare professionals.
Implements changes in healthcare in response to patient need and service demand.
3.3 Standards and quality
Takes all steps possible to safeguard the welfare and safety of patients and promotes the National Standards for Safer Better Healthcare (HIQA, 2012) by:
Monitoring indicators of quality.
Monitoring ward management and clinical standards within realistic targets and explicit limits as set by the CNM 2.
Ensuring that department staff understand and abide by the required standards and limits.
Monitoring the quality of all work carried out by all department staff utilising agreed standards.
Monitoring and evaluating the outcomes of nursing care for individual patients.
Ensuring and monitoring systems in place for safe maintenance, upkeep and cleaning of all patient equipment.
Identify and act upon potential hazards to patients and to staff.
Ensures compliance with HIQA hygiene standards within the ward.
Actively co-operates and participates with audits carried out on the ward
4.0 PROFESSIONAL DEVELOPMENT
In conjunction with the CNM 2 agree learning objectives designated to meet professional development goals.
Maintain professionalism at all times and work within the Professional Code of Conduct and scope of Practice framework from Nurse and Midwifery Board of Ireland.
Accept responsibility for own professional development and be aware of current trends and strategies in nursing, particularly in relation to specialist area.
Attend relevant conferences, workshops and seminars and disseminate changes in practice with implications for nursing practice.
Develop and maintain nursing practice skills in relation to orthopaedic and plastic surgery nursing disseminating changes in practice with implications for nursing practice.
Discuss present performance with line manager, using job performance review.
Maintain a personal record of professional development, using a portfolio.

(a) Eligible applicants will be those who on the closing date for the competition:
Are registered in the relevant division of the Register of Nurses & Midwives maintained by the Nursing and Midwifery Board of Ireland [NMBI] (Bord
Altranais agus Cnáimhseachais na hÉireann) or entitled to be so registered.
Have at least 3 years post registration fulltime experience (or an aggregate of 3 years post registration full time experience) of which 1 year post registration full time experience (or an aggregate of 1 years post registration full time experience) must be in the speciality or related area.
Have the clinical, managerial and administrative capacity to properly discharge the functions of the role.
Candidates must demonstrate evidence of Continuing Professional Development.
2. Annual registration
On appointment, Practitioners must maintain live annual registration on the relevant division of the Register of Nurses and Midwives maintained by the Nursing and Midwifery Board of Ireland (Bord Altranais agus Cnáimhseachais na hÉireann).
Confirm annual registration with NMBI to the HSE by way of the annual Patient Safety Assurance Certificate (PSAC).

Candidates for and any person holding the office must be fully competent and capable of undertaking the duties attached to the office and be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service.
