• To contribute to the continuous improvement of the quality of care experienced by patients in the ED
• To share caseload management with medical practitioners in ED and other colleagues in specialist areas of practice
• To improve the flow of patients through the ED
• To improve the management of patients in Rapid Assessment Treatment in the Emergency Department.
• To act as clinical lead for clinical nurse specialists and staff nurses in the Rapid Assessment & Treatment area of the emergency department
• To evaluate the quality of the service provided through ongoing clinical audit and nursing research
• To arrive at a diagnosis, to treat, to monitor and to evaluate the effectiveness of patients’ care in an expert and timely way
• To improve outcomes through patient education, risk reduction and the promotion of healthy lifestyle
• To provide for the psychological, emotional and information needs of the patient and their family members
• To participate in the continuing professional development and education of nurses, support services and allied professionals within the Emergency Division.
• To lead on the development of the advanced practice of rapid assessment & treatment at Beaumont Hospital’s Emergency department in collaboration with nursing, medical and allied health professionals which include assessment and treatment of patients in ED.

Responsibilities:

• To manage an autonomous caseload of patients identified collaboratively within agreed scope of practice.
• Regular review of the scope of practice for the ANP (Emergency Nursing) with the key stakeholders within the service such as, Consultant, Director of Nursing, Clinical Nurse Specialists (CNS) and other members of the multi-disciplinary team as appropriate.
• Utilise practical and theoretical knowledge and critical thinking skills to a level that will be seen as exemplary amongst peers and will be recognised and acknowledged as an authority in the area of Emergency Nursing care as agreed for the role.
• Acknowledge and utilise the clinical governance structures within the organisation that support the role of advanced nursing practice in Emergency Nursing
• Review collaboratively agreed clinical decision making frameworks, protocols, policies, guidelines and referral pathways to support the role responsibilities of the ANP (Emergency Nursing).
• Develop, obtain or maintain the core and specialist clinical skills and competencies to become an autonomous advanced nurse practitioner (Emergency Nursing).
• Develop close links with all members of the MDT team to ensure that a safe quality driven evidence based service is being delivered to all patients including the family/carers within their caseload.
• Develop the ability to use professional judgement, clinical reasoning and decision making processes to refer patients to other health care professionals as required and as per agreed referral pathways.
• Utilise and obtain formally, if appropriate, practical clinical skills and knowledge to meet patient need, including for example, Registered Nurse Prescriber, Ionising Radiation Prescriber, medicinal prescribing.

• Articulate and rationalise the concept of advanced nursing practice within the framework of relevant laws, rules, legislation and guidelines that govern nursing practice including, but not exclusively, The Scope of Nursing and Midwifery Practice Framework (Nursing & Midwifery Board of Ireland (NMBI) 2015), The Code of Professional Conduct for Registered Nurses and Registered Midwives Nursing & Midwifery Board of Ireland (NMBI) 2014), Guidelines for Midwives (An Bord Altranais 2000), The Nurses and Midwives Act (Government of Ireland 2011).
• Develop a means of improving practice through exploring practice issues with team members, development of practice protocols and research and audit initiatives.
• Develop skills in order to function in a variety of roles including clinical and consultative, clinical practice development, teacher, coach, mentor, manager and researcher.
• Assess, plan, implement, manage and evaluate patient care holistically, encouraging the patient and family/carers to be involved in their care pathway.
• Identify health promotion priorities and opportunities in the area of Emergency Nursing and the wider health care agenda as appropriate.
• Initiate timely and appropriate consultation or referral with members of the multidisciplinary team and other professionals as indicated.
• Lead on and participate in case review and debriefing activities as required.
• Evaluate care and lead practice development through multidisciplinary research and audit of practice.
• Act as consultant and educator to the patient, family /carers and the multidisciplinary team in all matters relating to Emergency Nursing care within their scope of practice.
• Examine methods of improving practice through exploration of clinical practice issues with the multidisciplinary team and collaboratively develop clinical practice protocols and research/audit initiatives.

• Articulate and communicate the vision of advanced level nursing practice for Emergency Nursing
• Contribute to professional development of nursing, the development of health policy at local, regional and national level in Emergency Nursing services and the wider health care field.
• Provide professional leadership, strategic direction, expert advice and support to nursing and the wider MDT at local and national level in relation to Emergency Nursing services development.
• Actively engage in leading and managing change in the delivery of Emergency Nursing services according to patient need and service demand through professional leadership, providing expert nursing advice and support to colleagues and the wider MDT and other key stakeholders.
• Act as a role model of advanced nursing practice for all nursing colleagues, the MDT and other key stakeholders; this includes education & clinical skill development in Emergency Nursing care.
• Assess and evaluate the patient and family/carers experience with the service through evidenced based methods.
• Ensure that effective patient quality safety procedures are in place to comply with local and national requirements.
• Adhere to the mandatory training requirements of the role.

• Identify research priorities specific to/related to the area of clinical practice and the scope of practice/caseload
• Lead, conduct, disseminate and publish nursing research to shape and advance nursing practice, education and policy in relation to Emergency Nursing care and where appropriate the wider health agenda.
• Collaborate with MDT colleagues were appropriate to enhance care provision.
• Identify, critically analyse disseminate nursing and other evidence into clinical practice in the specialist area.
• Engage in a forum which evaluates quality and standards in clinical practice and leads on the promotion of effective clinical standards.
• Develop skills to lead and engage in the review of accidents, incidents and near misses in specialist area. Undertake analysis as appropriate and furnish reports on same.
• Initiate, participate in and evaluate audit of the patient caseload and other relevant areas appropriate to the specialist area. Utilise outcomes appropriately to enhance service delivery.
• Initiate and foster links with third level education institutions as appropriate.
• Contribute to service planning and budgetary processes through use of research, audit and evaluation processes.

• The ANP in Emergency Nursing will be required to have a competency based education programme (Masters Degree or higher) in advanced nursing practice and to have the specific competencies relevant to the role of a Registered Advanced Nurse Practitioner in Emergency Nursing. The ANP must successfully meet the criteria and standards as required by The Nursing and Midwifery Board of Ireland (NMBI) for registration as an RANP.
• Have the ability to link the theoretical concepts of an ANP (NMBI, 2010) to practice, make complex clinical decisions and choose from a wide range of alternatives for patient care.
• Demonstrate ability to teach members of the MDT and have proficiency in presentation skills.
• Have knowledge and experience of participating, undertaking and utilizing research and audit both within nursing and multidisciplinary basis

• Participate in the organisations clinical governance programme as defined by the Director of Nursing and Midwifery
• Contribute to the development of key performance indicators (KPI) and outcome measures relevant to the Emergency Nursing services.
• Assist in the monitoring of KPI’s and respond to performance improvement initiatives as required.
• Take appropriate action on any matter identified as being detrimental to staff and/or service user’s care or well being or which may be inhibiting the safe and efficient provision of care.
• Ensure adherence to the organisations policies and procedures on patient safety, infection control and storage and use of medicinal products.
• Ensure compliance with the quality and risk safety framework programme and any culture programmes.
• Establish a feedback mechanism with the organisations risk advisors and report any risk issues to the Director of Nursing and Midwifery Services as appropriate.
• Participate in accreditation programmes external and internal to the HSE.
• Ensure adherence to hospital policies in relation to the care and safety of equipment utilised in the fulfilment of clinical duty.

• Practitioners must confirm annual registration with NMBI to the HSE
  by way of the annual Patient Safety Assurance Certificate (PSAC).
