The Bechtel Business Services (BBS) Financial Services Manager (FSM) provides finance and business services support to Manufacturing and Technology (M&T) GBU management and to M&T sponsored projects. The BBS FSM reports directly to the BBS General Manager and is accountable to the M&T GBU CFO or their designee.
The BBS Financial Services Manager acts as a liaison between the Bechtel Business Services (BBS) operations and the Manufacturing and Technology (M&T) Global Business Unit (GBU). The position is responsible for the planning, start-up, execution, and close-out phases of a project. The role also plans, directs, and coordinates the day-to-day finance and accounting service operations in support of the M&T Operations on a global basis.
Formulating finance and accounting and business services execution strategies to support the M&T GBU and its awarded projects. The position ensures effective coordination and interaction between BBS, deployed project finance and accounting teams, GBU functional operations, and other corporate finance functions.
Coordinates various aspects of setting up projects, helping resolve execution issues relative to finance & accounting functions during the course of project execution, and oversees the accounting close-out process for each awarded project.
The BBS FSM provides functional guidance and support to deployed BBS Finance employees. The financial services function provides a resource for increased analysis of financial information related to M&T projects to ensure consistent and accurate recording of financial transactions, reporting of financial results, and facilitates early identification of potential problems or execution issues that could negatively impact financial performance.
In coordination with BBS Finance, Corporate Finance, and the M&T GBU CFO, establishes administrative controls and reporting criteria for the finance and accounting support to projects in accordance with established Bechtel policies and procedures, client requirements, and applicable governmental regulations.
Reviews contract commercial language and assists with set up of JADB (Job Accounting DataBase) for newly awarded projects, and where required works with the compliance team where projects enter new jurisdictions. In conjunction with Corporate Tax and GBU Legal Counsel, develops and finalizes Intercompany Services Agreements for awarded projects in which Bechtel services will be performed by more than one legal entity.
Provides initial input on start-up templates to facilitate early discussion with GBU’s and project teams relative to BBS finance and accounting support scope and an execution plan for providing finance and accounting services.
Coordinates between project accounting teams and BBS groups for specifying, configuring, testing, and implementing project specific accounting systems and processes, such as the Bechtel Alliance Instance of Oracle Financials for joint venture or client agency accounts payable use by a project. Reviews monthly earned gross margin/revenue calculations from projects with fixed compensation terms to validate proper accounting and reporting of project financial performance to corporate and M&T financial management.
Performs analyses of project financial metrics and follow-up with applicable deployed project accounting employees to ensure proper controls are in place and effective in monitoring performance. Works with project accountants to develop financial metrics as appropriate to provide effective measurements of project financial status and performance.
Works with transactional groups (e.g. A/P, Billing, Payroll) to identify common problems across projects that may be candidates for work process improvements. Assists with the coordination and completion of regional functional reviews, annual project reviews, by Bechtel’s external auditors, and other independent audits on specific issues, as necessary.
Assists in identifying and preparing completed projects for year-end write-off throughout the year and work with project accountants to develop a list of qualified projects of formal write-off approval.
Coordinates the development and maintenance of business continuity and disaster recovery planning for region, office, and project operations in Latin America. Undertakes responsibility for financial services development, improvement, and conformance to Bechtel’s procedures, principles, and policies for the functional areas of responsibility.
Responsible for the development of accounting and other business controls and procedures particular to the region office or project. Provides oversight and support to the development of internal Management Approval Letters in accordance with applicable policies, as required. Independently or in conjunction with the M&T Business Line Managers, the M&T CFO or designee, Program/Project Managers, and/or other functional managers, work with client representatives, as required, to interpret provisions of contracts as they relate to finance, accounting and project funding.
Ensures an effective working relationship with GBU and Bechtel corporate headquarters and other organizations, as appropriate.
As functional manager, is responsible for the identification, recruitment and placement of project assigned accounting personnel and the continued development all accounting personal assigned to the M&T GBU. Performs general functions inherent in all managerial and supervisory positions including compensation planning, budget control, and reports, replacement and succession planning, career counseling, performance management, training, and development, finding, recruiting, and developing talent.
Participates in organization analysis and establishes and maintains standards of performance. Works with other GBU and corporate functions and with BBS to define commercial and statutory compliance and to ensure that the roles and responsibilities for maintaining compliance activities are clearly defined and implemented.
Activities may include determination of the location(s) for the execution of finance activities and interface with BBS operations groups relative to workload projections and staffing requirements. Monitors project financial performance (e.g. receivables, working capital, earned gross margin, taxes, etc.) for compliance with approved Policy 222 provisions and Gross Margin Earnings Plans and provides early feedback in areas requiring special attention or process improvements. Participates in project status/PFSR reviews. May assist the Manufacturing & Technology GBU CFO in developing unit rates, reviewing statutory or unique business requirements for prospective work, and associated project finance and accounting project execution requirements.

Requires thorough knowledge of professional accounting and/or financial concepts and principles plus a working knowledge of related activities gained through specialized education, training, and/or work experience of a progressively responsible nature. Requires working knowledge of computer systems, Microsoft Office, and software operations as applied to the account and related functions. Requires demonstrated management skills commensurate with senior supervisory levels of responsibility.
Experience or training in activities such as distribution and control of work assignments, performance evaluation, interviewing, coaching, training, and development of personnel. Requires demonstrated skill in using independent judgment to achieve assigned responsibilities.
Self-motivated and able to work under pressure, focus on details, provide extra effort to meet priorities and deadlines, work with minimum supervision, and function in a team-based environment while under strict time constraints. Skill in working with and communicating effectively orally and in writing regarding accounting matters and problems. Requires working knowledge of project accounting systems, organization, and procedures.
Advanced working knowledge of project accounting systems, organization, and procedures. CPA/CMA and/or Master in Business Administration Bechtel’s internal staffing policy includes the minimum time that you need to be in your current position before applying to a new position.
Experience working in or with Project Controls function, especially in the areas of forecasting and cost engineering.
