Information about the program can be found at www.restoresjr.net Duty Location: Sacramento, California Responsibilities Serves as the Realty Specialist for the San Joaquin River Restoration Program responsible for a variety of realty and land management transactions. Develops, prepares, negotiates, processes and administers relocation contracts; reciprocal joint use of right-of-way contracts; memorandums of understanding; and/or joint use of right-of-way easements and crossing agreements. Serves as the technical expert on questions concerning land management and relocation and utility matters. Meets with representatives of public agencies, utilities, or other entities to discuss plans, address problems, and propose contract provisions. Reviews and prepares land use, land exchange, contract renewals, terminations, and cancellations. Initiates, coordinates, negotiates, prepares, and administers or oversees the administration of land use agreements Acquires property, or provides guidance to other agencies or state and local governments on matters relative to the acquisition of property, relocation, or land use constraints. To qualify at the GS-12, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-11 level in federal service having demonstrated professional experience performing land acquisition and land disposal transactions; land withdrawals, condemnation proceedings; exchanges, and administrative jurisdiction transfers; title transfers to various entities; right-to-use transactions; providing technical expertise on complex or unusual claims or applications for rights or interest in public lands; providing advice on all aspects of acquisition, disposal, or rights to public lands. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-In-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower-grade, with few exceptions outlined in 5 CFR 300.603(b). Applicants eligible under the Land Management Workforce Flexibility Act (LMWFA) are not required to meet time-in-grade restrictions in order to be considered. Education This position does not allow substituting education for experience. Additional Information You may be required to serve an initial probationary period. Reclamation has determined that the duties of this position are suitable for telework and you may be allowed to telework with supervisory approval.
