Position Description
Purpose
The primary purpose of this position is to represent the Payroll Services Team and Payroll Accounting Team as subject matter expert relating to payroll process changes and PeopleSoft system changes as a result of process improvement, legislative changes, collective agreement changes, tax updates, etc.
Accountability
As a key member of the Payroll Accounting team, this position will utilize subject matter expertise in payroll systems, policies and practices to support complete, timely and accurate execution of PeopleSoft payroll system changes.
This role is responsible for non-routine payroll issues such as system upgrades, new functionality testing, legislative and collective agreement changes which drive process changes, accounting and general ledger reconciliation support.
Major Responsibilities
Responsible to support, create and co-ordinate functional testing for implementation of all payroll system and process changes such as PeopleSoft tax updates and salary table changes.
Responsible for partnering with technical HR Systems Business Analysts to develop and implement new solutions that will help optimize processes.
Liaises with other departments within Human Resources and Finance when Payroll system and process changes are required, ensuring that all stakeholders are aware of changes and all risks are identified and mitigated.
Identifies where Payroll system changes and legislative changes impact current payroll processes and co-ordinates the review and implementation of new and revised processes to meet business requirements.
Supports year-end activities including T4, T4A, T-2200 processes and compensatory bank processes.
Completes yearly disaster recovery plan test.
Completes Business Payroll Survey for Statistics Canada.
Performs other related responsibilities as assigned to meet the purpose and accountabilities of the role.
Qualifications
Education and Experience
Two year Certificate in a related discipline.
Successful completion of Canadian Payroll Association certification is a requirement.
Minimum 4 years’ payroll/HRMS experience in a large, multi-union complex organization.
Exceptional understanding of payroll processes and the integration of other functional areas including Human Resources and Finance.
Thorough knowledge of payroll related legislations.
HRMS systems background, preferably PeopleSoft, would be an asset.
Demonstrates an understanding of the Generally Accepted Accounting Principles.
An equivalent combination of directly related education and directly related experience may be considered.
Demonstrated Skills and Competencies
Technical Competence: Knowledge of Microsoft software applications and familiarity with functionality and operations of PeopleSoft or other full service HRMS technologies.
Analytical Competence: Strength in data analysis with attention to detail, statistical or quantitative methods. Strong problem solving and systematic thinking skills.
Effective cross functional teamwork: Ability to achieve progress and results related to strategic initiatives and continuous improvement.
Time Management: Demonstrated ability to work effectively in a team orientated work setting of high volume workloads with multiple, tight and demanding timelines.
Professional Currency: Stays up to date in field and is able to apply innovative solutions as appropriate.
