Summary This is an Excepted Service position under Title 42. Applications will be accepted from all groups of qualified persons, including Public Health Service Commissioned Corps officers. Responsibilities As the Division Director, the incumbent will: Provide leadership in planning, managing, directing, and coordinating the activities of DHCPP. Work closely with all NCEZID and CDC organizational elements requiring services provided and ascertain overall requirements, develops objectives and plans, direct and ensure program objectives are appropriately implemented. Be responsible for planning, directing, and coordinating an extensive program with a focus on improving public health and safety through investigating outbreaks, identifying previously unrecognized infectious diseases, monitoring highly lethal diseases, improving capabilities to diagnose, prevent, and treat diseases, and contributing science to emergency response preparation. Through Branch Chiefs, direct, control and evaluate ongoing Branch and other operations, which include the programs that improve public health and safety through investigating outbreaks, identifying previously unrecognized infectious diseases, monitoring highly lethal diseases, improving capabilities to diagnose, prevent, and treat diseases, and contributing science to emergency response preparation. Provide for annual program planning, long-range planning, assessment of accomplishments, economical and efficient utilization of resources, review of adequacy of staff and organizational structure, and training and career development of staff members. Requirements Conditions of Employment Qualifications Current federal employees must be at or equivalent to the GS-14 grade level to be considered for this position. Basic Qualifications for RF-0601: Applicants must possess a degree with a major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education (external link) at the time the degree was obtained. In addition to the basic qualifications requirement, a Ph.D. in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position is required. Candidates must show clear evidence of specialized experience. Specialized experience is that which is directly related to the position and which has equipped the applicant with the particular knowledge, skills, and abilities (KSAs) to successfully perform the duties of the position, such as managing, directing, coordinating and overseeing responses to infectious diseases, including outbreaks, and other public health emergencies through cross-cutting and specialized programs, technical expertise, and public health leadership. Typically, experience of this nature is gained at or above the GS-14 grade level in the Federal service or its equivalent with state or local government, the private sector, or nongovernmental organizations. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education This position has a positive education requirement.
