The City of Bloomington is seeking an individual to assist the Utilities Superintendent in providing leadership, planning, coordination, implementation and ongoing management of the Utilities Division, in a manner that will result in the highest level of quality service over the long term at the most favorable cost. Manage the City s water and wastewater systems to ensure continued availability of safe, efficient and dependable utility services to the public. Lead the implementation of capital projects. Actively assist in strategic planning, problem solving and team building for the overall successful implementation of the division s mission and goals. ESSENTIAL DUTIES Plan, direct and coordinate, through supervisors, the activities of the water and sewer systems and the water treatment plant and laboratory services. Evaluates overall programs within the areas of operation and maintenance, customer service, water production, and water quality and recommends new procedures and techniques to improve the quality of service at a favorable cost, taking necessary steps to correct deficiencies when encountered Participates in and oversees the Utility Operations functions of the water production, water distribution, and wastewater collection systems, including staff and equipment allocations necessary to provide the appropriate level of maintenance for effective utility systems Participates in and oversees the Customer Service functions associated with right-of-way management and infrastructure that connect to the City s utilities, and critically evaluates all work activities assigned to this area to ensure that the City s needs are met Participates in and oversees the Water Production and Water Quality staff functions and critically evaluates all work activities assigned to this area to ensure that water quality parameters and Utilities needs are met Works closely with the Utilities Superintendent to plan for an implement capital and large maintenance projects critical to the Utilities operations. Monitors and observes the Technical Support staff functions and Asset Management Program implementation. Evaluates work activities assigned to this area and reports to the Superintendent on progress to ensure that the utilities needs are met Provides liaison and coordination between the Utilities and other City divisions and departments to ensure an efficient and productive coordinated work effort Assists and oversees the development and preparation of the short and long-term Utilities planning and budgeting efforts in the areas of accountability Monitors schedule of work programs and reviews the results of the programs in area of accountability to determine performance and effectiveness Reviews and recommends the need for equipment replacement/upgrades and staff allocations to effectively carry out the operations in areas of accountability Seek continuous improvement, establish new approaches and methods, and encourage sharing of resources across the City. Actively pursue education, networking and learning to stay abreast of new and emerging issues and technologies related to utility operations, public service, and leadership. Actively encourage other members of the division to do likewise. Proactively share new information through all levels of the organization. Participate in the development and implementation of safety policies and practices. Attend City Council meetings and other organizational meetings as necessary to present reports, findings, recommendations and requests Provide timely and informative responses to the public, other City departments, and local agencies pertaining to water and wastewater issues in the City Keeps Utilities Superintendent promptly informed of significant matters in areas of accountability.
