The City of Eugene Building and Permit Services Division is looking for a positive, productive and collaborative individual to join the Inspection Services team. Depending upon the knowledge, skills, and abilities possessed by the successful applicant, this position may be filled as either a Permit Specialist 1 or 2.
Salary Range:
Permit Specialist 1: $42,619.20 – $53,019.20 annually; $20.49- $25.49 hourly
Permit Specialist 2: $46,550.40 – $57,990.40 annually; $22.38 – $27.88 hourly

Must reside in the state of Oregon and be able to report onsite for work as needed to meet business needs.
Schedule: Monday – Friday, 7:00 AM – 4:00 PM with flexibility per business need
The City of Eugene will follow all required COVID vaccinations, exceptions, and guidelines based on the essential functions of the position.
Examples of Duties Performed – Duties may include but are not limited to the following
Serves as a public contact for building inspection requirements, practices and procedures at the Permit and Information Center.
Provides technical assistance and information verbally or in written form to internal and external customers regarding program practices and procedures related to policies; answers questions about how code requirements apply to specific projects, permit fees and charges, and the permit process, while directing some questions to the appropriate staff.
Researches historical information, computer records, files, maps, and other source materials for building, engineering, or land use information; researches City, county, and other records to respond to staff and customer inquiries.
Provides fee information, calculates fees, and performs payment transactions, which includes handling credit card information.
Schedules and assists customers in scheduling inspections.
Researches information pertinent to the program areas; includes responding to complaints, problems or sensitive situations.
Ensures completion of permit records to a “finished” status by verifying all required inspections have been approved. Reviews permit expiration letters and verifies status of permit approvals prior to sending letter to responsible party.
Maintains archiving process of finished permit records in accordance with State and City policies and procedures.
Assist the supervisor in development of policies and procedures.
Maintains and monitors permit tracking systems by compiling information from various sources and using the information to update permit files on a computerized system.
Prepare written correspondence for expired permits.
May respond to inquiries from the public, either by phone or in person, providing assistance in determining the status of inspection.
May be responsible for the tracking of master electrical in-plant permits, minor labels, expired permits, and expired temporary certificate of occupancy.
Performs related and other duties as assigned.

Knowledge of:
Commercial or residential construction practices.
Functions and procedures of the Permit and Information Center.
Office practices, procedures and equipment.
Basic math including the ability to add, subtract, multiply and divide accurately.
Good oral communication skills to explain policies and procedures and to deal with other employees, agencies and the general public using courtesy, tact and good judgment.
Ability to:
Oversee and perform clerical and public information duties.
Schedule, assign, and review the work of office staff.
Develop office methods and procedures.
Plan and provide training to employees.
Establish and maintain manual and computerized filing and record-keeping systems.
Operate standard office equipment such as typewriter, word processor, computer terminal, calculator and photocopier.
Read, understand, apply and explain City/department policies and procedures.
Work independently and within a team environment
Work quickly, accurately and thoroughly with close attention to detail to meet deadlines.
Type minimum of 35 wpm.
Provide direction and set a personal example for excellent customer service.
Organize and manage complex tasks or projects to completion with minimum supervision; carry multiple projects at one time.
Model respectful working relationships and contributes to a workplace that supports all employees.
Support City leadership in successfully responding to the changing needs of a diverse organization and the commitment to equity and human rights.
Minimum Requirements: Combinations of experience and education which meet the minimum qualifications will be considered.
Education :
High school diploma or G.E.D.
Experience :
Permit Specialist 1 – One-year general office experience providing service to the public in an office or retail establishment.
Permit Specialist 2 – Two years of clerical experience which includes experience in construction, permit services, customer service or a related field.

The normal starting salary is the first step shown on the posting. Other placement in the salary range may be considered depending on qualifications and experience.
