COMMISSIONER OF PUBLIC WORKS

The City of New Rochelle is seeking a Commissioner of Public Works. This position shall have direction and control of the design, construction, operation, maintenance and repair of the public streets and of the public bridges, docks, sewerage system and buildings used by department of Public Works in the operation of the Department.

The Commissioner shall have the power to appoint a Deputy Commissioner of Public works and a Deputy Commissioner of Public works/City Engineer and heads of bureaus as hereafter established and other employees necessary to the functioning of the Department, in accordance with the Civil Service Law. The Commissioner shall have supervision and control of the design and construction of all municipal buildings.

The Commissioner shall have the direction and control of the collection and disposal of garbage and other refuse, traffic engineering and the operation, repair and maintenance of all municipal buildings.

REQUIREMENTS

The position requires A Master’s Degree from an accredited college and six (6) years of full-time, satisfactory professional, technical or administrative experience in one or more of the following fields: engineering, business or public administration, Construction Management, or an equivalent/related field; or a bachelor’s degree and 10 years of progressively responsible experience as indicated above.

A satisfactory equivalent of education and experience as cited above. However, all candidates must have at least 5 years of managerial or supervision of a major maintenance and service operation or experience supervising professional personnel as described above.

GENERAL STATEMENT OF DUTIES: Under the general direction of the Commissioner of Public Works, supervises the operations of the Bureaus of Water and Sewer, Sanitation and Radio Communications, and assists the Commissioner in the overall operations of the department; does related work as required. DISTINGUISHING FEATURES OF THE CLASS: This is advanced civil engineering work involving professional assistance to the Commissioner of Public Works for the overall direction and supervision of various departmental and technical duties in the field and office which necessitate the application of professional engineering principles and a knowledge of public works administrative practices and techniques. Work is reviewed through conferences with the Commissioner and conforms to policies established by the Commissioner and the City governing body.
