The Position
The Portland Bureau of Transportation’s (PBOT) seeks a Streetcar Operations Manager who is responsible for overseeing the operations and security of the Streetcar system.
Please note : This is a “safety sensitive” position and will be included in a random drug and alcohol testing pool.
What you’ll get to do:
Lead, support, or develop multiple programs along with peers in support of our PTASP (Public Transportation Agency Safety Plan)
Coordinate the development of policy, schedule, and rules with our partner TriMet
Manage non-represented staff, coaching, scheduling, and general daily leadership and managerial responsibilities.
Manage represented TriMet employees providing coaching and communicating effectively with TriMet management.
Monitor and implement efficient improvements on assigned areas.
Develop metrics and key performance indicators, conducting program evaluation and trend analysis, and monitoring program delivery.
Streamline field operations: increase productivity, ensure equitable service delivery, product excellence, and implementing a culture of continual process improvement.
Develop and reinforce a culture of safety, accountability, professionalism, and delivering excellence with transparent communication and accountability.
Develop and evaluate operating budgets; experience evaluating productivity of work units for cost effectiveness and level of service.
Conduct best practice research, business process modernization initiatives, and developing and implementing policies and Standard Operating Procedures.

Work Location
Many positions within the City are designated as hybrid and currently the City requires you to work in-person one day per week. Beginning in April 2023, most hybrid employees will be expected to perform at least half of their work in-person.
To Qualify
The following minimum qualifications are required for this position:
Experience acting as an equitable leader including building strong, supportive, and performance-oriented teams that are collaborative, cooperative, and professional.
Experience with strategic planning in rail operations and/or emergency service environments.
Experience delegating and communicating effectively, both verbally and in writing including presenting to diverse stakeholders and the ability to be concise, appropriate, impactful, and professional in all modes of communication.
Experience with stakeholder engagement, customer service, and a willingness to meet the needs of the customer.
Ability to manage a multicultural workforce, promote an equitable workplace environment, and apply equitable program practices to diverse and complex City services.
Experience interpreting and applying relevant FTA regulations.
Ability to read, understand, and develop policies/programs in conjunction with multiple union contracts, City policy, and Oregon SSOA Program Standards.
Applicants must also possess:
Ability to acquire and maintain PTSCTP certification within 3 years.
Ability to acquire and maintain DPSST and DPSST Executive Manager certifications.
Must be fully vaccinated for COVID-19 per City/State mandate or have an approved exception by date of hire.
