City of Winnipeg Hiring For Superintendent of Centralized Parks Services at Winnipeg, MB Full Time
Under the general direction of the Manager of Parks and Open Space, the Superintendent of Centralized Park Services is responsible for the work scheduling, supervision and monitoring of the work of parks employees to ensure the effective provision of landscape development services, playground inspections, asset maintenance and construction activities, and management of the enhancement and optimization in the provision of athletic fields within the City.
As the Superintendent of Centralized Park Services you will:
- Evaluate and manage staff through job expectations, performance appraisals, coaching, work performance feedback, progressive discipline and other related human resource functions to ensure operational goals are achieved.
- Plan, organize, schedule, monitor and evaluate the section maintenance programs to optimize productivity, effectiveness, and ensure all programs fall within budget guidance.
- Oversight and administration for City’s Athletic Fields Program
- Act as a liaison of the division by attending meetings and preparing reports, correspondence, statistical data and operating procedures to provide information to management, city departments, council, other government departments, private agencies, and the general public.
- Enforce compliance with established safety legislation, regulations and policies for the protection of all employees, self, the general public, property, and equipment.
- Participate in the development of the Parks and Open Space operating budget for submission into the Division’s operating budget, and manage the branches budget through daily monitoring of the branch’s activities.
- Manage the various fleet of equipment of the branch to ensure the proper equipment is available for employees and that it is utilized properly by coordinating with Fleet Management and Field Support Services.
- Manage the branch building, marshalling yards, and chemical storage facilities by performing inspections and providing corrective actions to ensure there is adequate storage for materials.
Your education and qualifications include:
- Bachelor’s Degree in a related field such as Park Management, Plant Science/Horticulture or an equivalent combination of post-secondary education, training and management experience.
- A University certificate in Management or Administration studies is desirable.
- A minimum of five (5) years of diverse and progressive experience in park management and administration.
- Previous supervisory experience along with strong leadership skills that promotes a culture conducive to the development of a highly motivated workforce, where initiative, creativity and innovation are required, encouraged and nurtured.
- Extensive experience in the planning and design, development, operation and maintenance of parks
- Experience using contemporary public management principles, alternative delivery systems, business and strategic planning processes and related financial management techniques.
- Experience in conducting research, analyzing complex issues, and making timely and thorough reports and recommendations.
- Proficiency using Microsoft Office Suite, Word, Excel and other personal computer software applications.
- Experience with operating and capital budget development, analysis, and control.
- Thorough knowledge of Federal, Provincial and City of Winnipeg laws, regulations, by-laws, policies and procedures governing the planning, development, operation and maintenance of park services.
- Strong project management skills.
- Strong interpersonal skills, with the ability to establish and maintain effective working relationships at all levels of the organization with both external and internal sources including colleagues, union officials, community leaders and elected officials.
- Strong communication skills, both orally and writing, including but not limited to public presentation and formal reporting,
- Effective problem solving and decision-making skills.
- Ability to work in a fast-paced environment and effectively prioritize workload to meet deadlines.
- Knowledge of occupational hazards and workplace safety and health regulations.

- Ability to work evenings, weekends and overtime as required.
