About the Work Unit
Creative Services provides marketing, branding, and development of multi-media projects that support the goals and objectives of the Colorado State Patrol. The unit produces and develops creative marketing materials to enhance messaging for both internal and external stakeholders in the areas of; safety, training, education, promotion, and recruitment. Creative Services generates advertising and brand identity using creative design based on analytics and research formulated into a marketing strategy that includes customer engagement, digital marketing, digital production, and a variety of print and electronic items. This unit is proficient in project management principles and the application of techniques, procedures, practices, and methods in order to ensure excellent customer service.
About the Job
This position is a highly versatile arts specialist with strong photography and multi-media skills. The position requires experience in design, production, and implementation for government safety and education campaigns. The position is responsible for executing and delivering projects of high quality, on time, and on budget through effective management of time, technology, and the creative process. This position designs and prepares layouts for print and online advertising, web graphics, marketing collateral, promotional materials, and logos based on marketing plans and guidelines utilizing multiple media platforms. This position creates and maintains a consistent visual brand identity in style, type, and layout for creative executions while working with business unit stakeholders to create relevant and engaging material.
Key Responsibilities
Uses complex multimedia platforms to create visual branding of the Colorado State Patrol through all aspects to include printed, web, photographic and video materials. Utilizes the agency’s available technology and resources to further the organization’s marketing plan which is in alignment with the Colorado State Patrol’s mission and objectives. Illustrates concept by designing a rough layout of art and copy regarding arrangement, size, type size and style, and related aesthetic concepts. Plans, coordinates and directs all aspects of assigned photography projects: lighting, shot composition, camera work, and other production elements. Researches and recommends new innovations and trends in the design field to be used in future organizational projects. Manages the digital asset management (DAM) system that contains programs, assets, and projects.
Produces media products to include organizing resources, supervising productions, coordinating with customers, sourcing talent, and implementing agency work plan productions. Develops, coordinates, and maintains visual content for the agency’s internet presence. Due to multiple editors throughout Patrol, coordinate trainings to set guidelines, page layout, photo sizes, and fonts to ensure the entire CSP website, intranet and other deliverables are one coherent design in alignment with brand standards. Manages all other member photographs, personal information, and the historical archive including the management of all headshots.
Project management is essential to the success of the Creative Service team; this position is responsible for the overall direction, coordination, implementation, execution, control, and completion of selected multi-media projects ensuring consistency with agency strategy, commitments, and goals. Many projects require ongoing planning and an understanding of project management principles. Through the efficient use of project management tools and techniques, multiple projects can be run concurrently.
Responsible for identifying and executing opportunities to improve the State Patrol’s marketing efforts. Designs marketing materials that provide a visual explanation of information related to safety while enhancing the agency’s reputation in the public’s eye. This position is the SME in photo production and graphic design.
The Arts Specialist possesses excellent communication and interpersonal skills, demonstrating tact and diplomacy to consistently interact effectively with all members including internal and external partners. Ability to visualize the creative process from idea conception to completion while maintaining agency branding and style.
Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights
NOTE: To be considered for this position, you must meet one of the following options for consideration.
MINIMUM QUALIFICATIONS
Five years of professional photography and lighting experience.
OR
Bachelor’s degree from an accredited college or university in Graphic Design, Digital Media or related field AND one year of professional experience in photography and lighting.
PREFERRED QUALIFICATIONS
Demonstrated experience working with a variety of photography styles.
Proficiency in graphic design.
Proficiency in Design, Adobe illustrator, or similar design software. Ability to work independently or as part of a team, including communicating with peers and other professionals within and outside the agency to ensure timely and completion of work projects.
Organizational skills.
WORK ENVIRONMENT
CONDITIONS OF EMPLOYMENT
Ability to travel 20-25% of the time.
Requires successful completion of a background investigation that includes a polygraph exam, a fingerprint based criminal history search and drug screen.
Must possess a valid Colorado driver’s license. This position may be required to operate a State vehicle.
Must be a Colorado resident at the time of application.
