Description of Work Unit
CEMML is a research, education and service unit within the Warner College ofNatural Resources at CSU . CEMML applies the latest and most appropriate science to promote the sustainable management of natural and cultural resources on Department of Defense ( DOD ) and other public lands. We provide technical support, conduct applied research, and offer career development and learning opportunities to support resource stewardship. We collaborate with our sponsors and within CSU to resolve complex environmental issues, leaving a legacy of science-based decisions that sustain our resources for future generations.
Army National Guard Training Support ( ARNG – TRS ) is responsible for sustainable management of live-fire and maneuver ranges throughout the 54 states and territories.

Position Summary
An Army National Guard Bureau ( ARNG ) Senior Training Land Manager position available with the Center for Environmental Management of Military Lands, to be assigned at the Army National Guard Readiness Center, Training Support Branch in Arlington, Virginia.
This person will oversee the Army National Guard Integrated Training Area Management program. This position works closely with the Range Modernization Team as well Facilities and Environmental (G9).
This position is contingent on the availability of funds. This position does not qualify for remote work/telework.
Required Job Qualifications
or
BA/BS degree in unrelated field with experience managing Army Training or Environmental programs, and 5 or more years’ professional experience required.
Familiarity with Army, Army National Guard, or Marine Corps training as related to use of maneuver land and firing ranges including range safety requirements.
Familiarity with Army/Army National Guard environmental programs.
Ability to use general office software, databases, and web-based utilities.
Excellent oral and written communication skills.
Must have a valid driver’s license or the ability to obtain a driver’s license by the employment start date.
The successful candidate must be legally authorized to work in the U.S. by proposed start date; CEMML will not provide visa sponsorship for this position.
Preferred Job Qualifications
MS/MA degree in Natural Resources Management, Environmental Science/Studies, Biology, Public Administration, Project/Program Management, or related degree.
Familiarity with Geographic Information Systems ( GIS ), Range Facility Management Support System ( RFMSS ), the Army Range Requirements Model, ( ARRM ), the Range Training Land Program, and the Range Complex Master Plan Tool.
Familiarity and experience in the Department of Defense Planning, Programming, Budgeting and Execution System ( PPBES ) cycle.
Experience managing government programs and funds.
Experience managing/supervising subordinate staff in accomplishing the duties of the Training Branch ( ARNG – TRS )

Manages the Land Team of ARNG – TRS to include the ITAM program, Sustainable Range Program GIS , and Training Land Requirements Validation. Management responsibilities will include, but are not limited to, documentation and communication of program budgetary requirements to Headquarters, Department of the Army ( HQDA ); development of program budgets for central contracts and State funding within the ARNG ITAM program; primary coordination of land management policy and guidance with NGB Environmental Programs Division, HQDA , and State and other Federal agencies.
