Summary This position is a Child and Youth Programs (CYP) Coordinator of the Youth Sport and Fitness (YSF). The YSF programs enable Navy families to balance the competing demands of family life and military readiness by providing rewarding opportunities for youth to be physically active and exposed to positive lifestyle behaviors. This position will plan, organize, and provide a year round supervised youth sport and fitness programs for ages 6-18 years of age. Responsibilities Duties The duties and responsibilities of the Youth Sports and Fitness Coordinator have been grouped into categories, including program management, indoor and outdoor environment, interactions and relationships, personnel management, and additional responsibilities. Program Management Develops daily activity plans meeting in order to meet the Navy YSF core service area requirements. Develops and maintains a monthly calendar of all youth fitness and sports activities and events. Maintains appropriate records and reports of participation, payments, and permission slips. Ensures the principles, administration, rules and regulations of the youth fitness and sports program are consistent with those of the National Association for Youth Sports (NAYS) or other affiliated organization. Establishes partnerships with adjacent military installations, as well as the local off-base community necessary to meet the YSF core program requirements and promotes a full range of supplemental YSF programs necessary to meet the leisure needs of the military community assigned. These arrangements for off base YSF services could include Commercial Sponsorships and development of the necessary criteria for future contracted services. Provides individual and group fitness and sports programs to include activities such as running, aerobic classes, tennis, golf, team sports, sports clinics, leagues and tournaments, which ensures achievements of youth are recognized formally and informally. Recruits and conducts NAYS affiliated training seminars for coaches and officials as needed. Utilizes on-base resources whenever possible, collaborates with other military installations in planning regional teen, fitness and sports activities, as applicable, and where available within the local community coordinates with area programs that offer these programs, such as the local running club, boys and Girls Clubs of America (BGCA), 4H, Young Men’s Christian Association (YMCA), Parks and Recreation, etc. Indoor/Outdoor Environment Verifies the safe and proper conditions of all fields, courts, facilities, areas and grounds utilized by the YSF program. Coordinates the field maintenance. Conducts inventories of supplies and equipment on a recurring basis and recommends replenishing those that are damaged, missing, or depleted. Reports any unsafe equipment and/or environmental discrepancy to supervisor and removes items if applicable. Reschedules or realigns any/all activities to ensure maximum safety and age appropriateness of venues offered. Personnel Management Supervises a staff of three or more typically comprised of: − Assistant Youth and Fitness Coordinator, NF-0188-03 − Program Assistants – CY-1702-I/II; GS-1702-02/03/04/05 − Operations Clerk – NF-0303-01; GS-0303-02 At Youth Director’ direction, the incumbent: − Initiates and implements personnel actions and supports the CYP Director in order to assure quality related to selection, assignments, training, promotions, disciplinary actions, and recognition of employees and volunteers. − Supports and carries out all established EEO objectives and policies in matters of personnel management and communicates support of these policies. − Establishes local performance standards for employees and volunteers using established standards and requirements and rates employees’ performance. – Develops staffing schedule in accordance with established ratios and group sizes and submits it to supervisor for approval. Additional Responsibilities In the absence of the Youth Director, incumbent may assume responsibilities and perform duties and requirements of the position under supervision of CYP Director with Oversight. A qualified candidate possesses the following: Knowledge of youth recreational sports and fitness concepts,theories and principles.Knowledge of a variety of NAYS national standards as they applyto youth fitness and sports activities for children and youth.Knowledge of Federal and State laws governing the detection andprevention of child abuse and/or neglect.Knowledge of the range of activities and services, ofparticipant interests and needs, and of the methods andprocesses involved in a military YSF program, that enable theemployee to plan and conduct a variety of enhanced activitiesand services.Skill in planning and carrying out a military YSF program whichmeets, as fully as possible, the needs of the participatingcommunity.Skill in effectively organizing and utilizing all availableresources within the program framework.Ability to supervise others.Ability to lead, supervise, and interact with youth and teens,and the ability to safeguard and account for monies and otherrelated YSF & Teen program resources.Ability to identify and respond to emergency situationsincluding evacuations, child illness, and physical and emotionaldisorders.Ability to competently and independently carry out continuingYSF projects or programs through proper application of theprinciples, concepts, and techniques of youth sports and fitnessto the specific needs of a military community.Ability to maintain records and reports.Ability to communicate effectively in English, both orally andin writing, and possess strong interpersonal communicationskills. Education A copy of your H.S. diploma, GED, or college transcripts (showing degree awarded/conferred) MUST be submittedwhen applying. The incumbent must have one of the following:A minimum of a 4-year degree in Youth Recreation, PhysicalEducation, Youth Development, or other related degree asappropriate is preferred AND 3 years of full time experienceworking with children and/or youth. OrA Master’s degree in a related field of study AND a minimum of 1year professional experience working with children or youth. Or experience that demonstrates the ability to plan, organize,coordinate, supervise, or evaluate youth fitness, recreation,and sports programs AND 3 years of full time experience workingwith children and/or youth. All individuals involved in the provision of child care services on a Department of Navy (DON) installation or in a DON-sanctioned program must complete the Installation Records Check (IRC). The IRC includes a check of the Substance Abuse Rehabilitation Program (SARP) records in the Alcohol and Drug Management Information Tracking System (ADMITS) database, a check of the Family Advocacy Program (FAP) records in the Fleet and Family Support Management Information System (FFSMIS), and an installation security/base check via the Navy Justice Information System (NJIS) database and/or other law enforcement systems. This information will be used to determine suitability for the applicant in accordance with criteria for automatic and presumptive disqualifiers, per DoDI 1402.05. Per Department of Defense Instruction (DoDI) 1402.05 Background Checks on Individuals in DoD Child Care Services Programs, incumbents will be automatically disqualified for a conviction in either civilian or military court (to include any general, special, or summary court-martial conviction or if they received non-judicial punishment [under Article 15 or chapter 47 of Title 10, U.S.C]) for any of the following: a sexual offense, any criminal offense involving a child victim, or a felony drug offense. Additionally, the incumbent will be automatically disqualified if he/she has been held to be negligent in a civil adjudication or administrative proceeding concerning the death of or serious injury to a child or dependent person entrusted to the individual’s care.
