THE POSITION

Construction portfolio consists of projects located within other Commonwealth Agency facilities such as Department of Corrections (Correctional Institutions), Department of Human Services (State Hospital and Center Facilities), Pennsylvania State System of Higher Education (Universities), Department of Military & Veterans Affairs (Readiness Center and Veterans’ Hospital), Department of Conservation and Natural Resources (Flood Control, State Parks), and Pennsylvania Department of Transportation (Headquarter Building).
This position is home headquartered; however, daily travel to job sites in the following South Central Region counties is required: Adams, Cumberland, Dauphin, Franklin, Fulton, Huntingdon, Juniata, Mifflin, Perry, Snyder, and York. In addition, you may occasionally be asked to travel to the following counties outside of the South-Central Region: Bedford, Berks, Blair, Cambria, Lancaster, Lebanon, Montour, Northumberland, and Schuylkill.
DESCRIPTION OF WORK
This position reports directly to the Regional Director and oversees a team of Assistant Construction Project Coordinators who assist in coordinating capital improvement projects for Commonwealth agencies and higher educational institutions within DGS’ South-Central Region.
Duties include directing, through subordinate staff, the management of construction and renovation projects; providing direction and technical guidance; reviewing project schedules and resolving construction problems and disputes; attending a variety of pre-construction and construction meetings, ensuring action items and project concerns are followed up on; serving as a liaison with Client Agencies, Professionals and Contractors; assisting in the preparation of project specifications; ensuring construction is in accordance with approved plans, specs, general conditions, laws, regulations and procedures; reviewing and monitoring extensions of time, schedule of values, change orders, schedules and requests for information; monitoring project progress to ensure adherence to project schedules; problem-solving; using construction computer software; generating various documents and reports in the IT system; representing the Department in claims/disputes; ensuring effective and efficient customer care to all client agencies and stakeholders, and performing all supervisory duties.

Work Schedule and Additional Information:
Full-time employment.
Work hours are 7:00 am to 3:30 pm, Monday – Friday, with 60-minute lunch.
Travel daily to construction projects is a requirement.
Salary: The starting salary is non-negotiable.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY
QUALIFICATIONS
Minimum Experience and Training Requirements:
One year as an Assistant Construction Project Coordinator, DGS;or
Five years of professional building construction administration, construction planning, or construction project engineering experience for renovations and new construction of commercial, institutional, or educational buildings;or
An equivalent combination of experience and training.

Must reside in or be willing to relocate prior to employment to Adams, Cumberland, Dauphin, Juniata, Lancaster, Lebanon, Northumberland, Perry, Snyder, or York County.
Must be willing and able to travel to construction sites in the South Central Region: Adams, Cumberland, Dauphin, Franklin, Fulton, Huntingdon, Juniata, Mifflin, Perry, Snyder, and York Counties.
Must be willing to occasionally travel to counties outside of the South Central Region: Bedford, Berks, Blair, Cambria, Lancaster, Lebanon, Montour, Northumberland, and Schuylkill Counties.
You must be able to perform essential job functions.
Preferred Qualifications (not required):
Experience directly managing employees.
Working knowledge of Critical Path Method (CPM) construction schedules.
Experience working on construction projects with separate multiple Prime Contractors.
Experience writing, generating correspondence to contractors, design professionals and/or clients regarding project issues, conditions, or potential actions.
Experience conducting construction meetings.
Experience reviewing or negotiating construction change orders.
Experience with Microsoft Office Suite and/or Construction Management Software (i.e., Outlook, Word, Excel, PowerPoint, E-Builder).
