The Deputy Sit Lead is responsible for assisting the Site Lead in planning, liaison, and delivery of all MCTIS exercise support at their respective location. Oversees the delivery of steady-state training and Deploy-for-Training activities that utilize MCTIS.
The Deputy Site Lead ensures exercising units are advised on the capabilities of MCTIS equipment and conducts MCTIS support coordination before and during deployment to maximize unit training benefits.
The Deputy Site Lead has second-in-command responsibility for all operational, quality, environmental, and security aspects of Site Operations at the Contractor Regional Operations Warehouse (CROW).
As the senior Corps Solutions representative, the Deputy Site Lead manages the administrative requirements for all Corps Solutions MCTIS personnel on site.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Reports to the Site Lead in all matters concerning operational support to MCTIS at respective base and assigned Deploy-for-Training activities.
Acts as the primary point of contact for all planning, preparation, and execution of support to MCTIS training at respective base or Deploy-for-Training activities using resources and assets from respective base.
Advises exercise force on how use the system to its full potential; is proactive in supporting all elements of the Master Scenario Events List (MSEL).
Creates the Exercise Coordinating Instructions for exercise support staff which includes: Performance Evaluation Checklists (PECL); MCTIS support task organization; exercise Scheme of Maneuver (SoM); Sync Matrix & Master Events List; Setup, Equipping, Train, Fit, and Receipt Plans; and Exercise Manning & Support Plan, Comms Plan & Frequency Tables, Transport Plan, Contact Lists, Base Access, Accommodation, Feeding, Medical, and Safety aspects of the exercise.
Works with the Corps Solutions Project Manager and adjacent Deputy Site Leads to develop an Exercise Manning Document detailing the personnel required to surge from respective locations to support major exercises at 29 Palms.
Manages MCTIS exercise support staff at the CROW (MCTIS System Analysts, System Training Advisors, System Technicians, and Field Service Representatives).
Supports the prime contractor with the management of exercise budgets for all MCTIS associated training related to respective base.
Assists the Site Lead in the development of a Post Exercise Report for each exercise and provides input to other reports as required.
Supports the prime contractor with the management of CROW operations.
Shares best practices with adjacent CROWs.
Ensures that all support delivery adheres to Federal, State, and Local Health & Safety requirements.
Ensures that MCTIS training systems are maintained and configured properly.
Leads preventive and corrective maintenance activities.
Manages purchasing and shipments.
Ensures that adequate processes and business management guidelines are in place and are maintained.
Responsible for daily management of Health & Safety in accordance with local laws and regulations.
Responsible for all aspects of HR, personnel development, and on the job training.
Maintains and updates the Site Competence Matrix.
Reports incidents to the Site Lead and Security Manager.
Manages maintenance, serviceability, and resupply of vehicles assigned to and supporting the CROW.
Assists the Site Lead in the development, review, delivery, and adherence of Site Work Instructions (WI/SOP).
Perform other related duties incidental to the work described.
EDUCATION
​​​Master’s degree preferred.
Certified Project Management Professional (PMP®) preferred.
EXPERIENCE
Ideal candidate is a former field grade USMC Officer, Warrant Officer, or Senior SNCO with 20 years of experience and a minimum 10 years of Fleet Marine Force operational experience.
Marine Corps battalion or regimental level operations and training experience required.
Project Management experience desired.
Exercise control experience. Prior experience as a TTECG Coyote, MCTOG instructor, or MCLOG instructor preferred.
Logistical, Financial Management, Human Resources, and previous live-virtual-constructive training and/or exercise experience preferred.

Expert level knowledge of Microsoft Office applications (Word, Excel, Access, PowerPoint, Outlook), Adobe, and other media type software.
Understand the MAGTF concept for training MSCs.
Understand Marine Corps Instructional Systems Design / Systems Approach to Training and Education.
Understand Marine Corps culture and commonly used concepts, practices, and procedures.
Confidential data and information management experience required.
Strong familiarity with government regulations and directives pertaining to confidentiality, document retention, and project site protocols.
Ability to multi-task.
Demonstrated ability to perform diverse duties under operating and deadline constraints.
Strong analytical and problem-solving skills.
Excellent organizational, planning, and prioritization skills.
WORKING CONDTIONS
Primarily office work in a climate-controlled facility.
Must be able to work a flexible schedule, to include some holidays and weekends. Expect to work two exercises each year for durations of up to 30 days each. Multiple other exercises with 12 – 18-day durations.
Prolonged outdoor exposure to the elements. Work in inclement temperatures from 100+ degrees in a low elevation desert climate to negative 25 degrees in a high elevation (6,500 – 10,000 feet) mountainous environment.
Routine heavy lifting (50 lbs. maximum).
Daily driving in the training areas with poor driving conditions due to rugged terrain, weather, and range debris.
SPECIAL POSITION NOTATIONS
Depending on home site location, may require 15% – 20% travel. Some training overseas may occur which requires a valid U.S. Passport.
Daily travel at home site location and occasional travel off-site in accordance with contract requirements. Company credit card use and compliance with Company policy are mandatory.
Qualification as an authorized company driver is required. All authorized company drivers must have a valid driver’s license, current automobile insurance, and a driving record that is acceptable to the company’s auto insurance provider.
SECURITY CLEARANCE
Secret security clearance required.

$105,000- $127,500
