Job Summary

The Program Test Manager will be the direct customer interface for all Test activities on New Zealand Transport Agency (NZTA) Waka Kotahi projects.

The incumbent will conduct project management-related activities within the Test department and is expected to understand all deliverables of the project, ensuring that these deliverables have been identified as tasks in Project Plans, and that these tasks have been correctly resourced with Test personnel and equipment.

The Program Test Manager is responsible for ensuring that each resource understands the tasks they have been assigned and that tasks have been completed and delivery dates are met.

In addition, the incumbent will be responsible for producing accurate and up-to-date information relating to the progress of the projects and test tasks.

This position works under limited supervision and direction and the incumbents of this position will regularly exercise discretionary and substantial decision-making authority.

Essential Job Duties And Responsibilities

• Ensures that defect reviews and triages are conducted regularly.
• Manages and develops the team to ensure they have the appropriate knowledge of applicable devices/systems and meet the testing requirements determined by the project and customer.
• Manages and participates in the scheduling of the staffing and resources needs necessary for product and/or project testing. Including hardware, software, media, people, space, time, tools.
• Attends customer meetings and liaises with customers on relevant activities including User Acceptance Testing.
• Carries out management duties for the project test team including input and/or conducting Performance Reviews.
• Ensures that all outputs from the project test team are on time and of the highest levels of conformance.
• Demonstrates leadership with direct contact with the customer, ensuring that the projects are successful.
• Compliance with security in accordance with established policies and procedures of the organization.
• Coordinates and oversees the work of all Testing activities for the relevant project(s) by collating results and reporting defects.
• Prepares and issues test reports, test plans and related strategies.
• Manages the evaluation of design and requirements for test parameters.
• Ensures prepared test plans and procedures are complete based on the design parameters.
• Drives the requirements analysis through testing and engineering.
• Ensure all team members are aware of the requirements and are implementing code to satisfy the requirements.
• Develops early-phase integration testing strategies to assist engineers in debugging their early code.
• Develops strategies and tools to determine system and device reliability and performance.
• Manages the analysis of field test data and the production of test reports on the results and/or recommendations for design improvements.
• Leads the effort to ensure test automation is used with efficiency and demonstrates that software testing is backed up by metrics to quantify the results.
• Ensures that tests are conducted in accordance with established project-based standards and that all discrepancies are documented.
• Manages the project test environment and test configuration.
• Keeps other managers fully informed of progress, issues, and any complications.
• Coordinates independently with engineering departments and customers around testing of project deliverables.
• Prepares demonstration area for customer visits.
• Maintains the highest level of understanding of the relevant project(s) (e.g. Deliverables, Milestones, Requirements, etc.)
• Oversees the preparation of comprehensive test reporting for manual and automated test execution.
• Manages and updates plans with the relevant Project Managers including testing progress, defect summaries, and results.
• Lead and manage a team of Test Engineers.
• Actively participates in process improvement efforts beyond their program.
• Serves as a role model through their work ethic, collaboration and teamwork.
• Helps mentor other Test Project Managers working on other programs.

Minimum Job Requirements

• Four-year college degree in Software Engineering, Computer Science or related technical discipline such as Science or Engineering, or equivalent relevant industry experience, plus a minimum of ten years of experience.
• Must have experience working in Agile and hybrid projects, as well as authoring test plans and test cases for requirement and user story coverage.
• Working knowledge of Test Case management tools like TestRail and defect tracking tools like JIRA. Ability to compile reports from these tools.
• Must be enthusiastic, self-motivated, flexible and able to adapt to different environments and thus develop new approaches to problem-solving. Good multi-tasking skills, coordination, and control under pressure.
• Excellent oral and written communication skills to explain system and device defects at all levels of the organization and externally.
• Test Automation and/or project management background with experience using Project Planning Tools (MS Project / P6) is a plus.
• Able to work overtime/weekends when required.
• Some travel might be required.
