DecisionPoint is seeking an experienced Travel Management Specialist to join our OIG support team. The successful candidate will assist OIG personnel with using OIG travel and expense management tools, e.g., E2 Solutions, to create and track travel authorizations, get approvals, submit vouchers, receive reimbursements, and book travel reservations. Review travel authorizations and vouchers for compliance with travel regulations and ensure prices for airline tickets are obtained for OIG personnel in accordance with the Foreign Affairs Manual.
Serve as the primary OIG liaison to OIG travel service providers, e.g., Carlson Wagonlit, troubleshoot travel and expense management tool issues, and facilitate expedited requests such as urgent ticket issuance.
Provide options to OIG travel arrangers on the most efficient ways to provide full service to OIG personnel for preparing their travel authorizations and processing travel vouchers.
Assist the OIG Budget Officer or senior contractor personnel with training for OIG personnel on OIG travel and expense management tools, travel arrangements, authorizations, vouchering, travel regulations, and U.S. diplomatic/official passports as requested by the OIG Budget Officer.
Provide OIG personnel periodic updates on travel regulations.
Assist OIG personnel with the application process for U.S. diplomatic/official passports and foreign entry visas needed for temporary duty travel overseas.
Provide complete, full-service handling of OIG personnel passport and visa applications by reviewing passport and visa applications, delivering applications to the appropriate locations, ensuring timely return of application, and taking photos as needed.
Advise and assist OIG personnel on where and how to obtain the appropriate documentation needed by Bureau of Counsel Affairs to complete travel applications.
Assist in processing requests for country clearances (via an intranet-based application) from overseas posts for OIG personnel temporary duty (TDY) travel.
As directed by the Budget Officer, provide periodic reports on travel-related items, including, but not limited to:
On all travel vouchers 30 days outstanding.
Outlining planned OIG travel requiring the use of the web-based travel system, E2 Solutions.
On travel, passport, and visa related incidents using the OIG Incident Report.
Provide input for the OIG newsletter (EX Biweekly Report) regarding travel related issues as requested by the OIG Budget Officer.
Provide professional administrative support to EX for various general administrative duties as assigned, either on an ongoing or intermittent basis.
Use judgment and discretion in contacting and/or responding to contacts from high-ranking officials within or outside the U.S. Department of State, members of Congress, and private organizations—some of which may be working internationally or be in unique situations or relatively inaccessible, as warranted by individual circumstances.
Assist with receiving and directing incoming phone calls, in-person visitors, and escorting of visitors within OIG space.
Assists with routing incoming mail, delivering items, and driving the OIG vehicle when required.
Developing and maintaining electronic filing systems.
Conduct training for OIG personnel on OIG travel and expense management tools, travel arrangements, authorizations, vouchering, travel regulations, U.S. Department of State travel policy, and U.S. diplomatic/official passports as requested by the OIG Budget Officer.
Assist in drafting travel policies and procedures with input from subject matter experts for clearance by the OIG Budget Officer and approval by OIG Management.
As directed by the Budget Officer, provide periodic reports on travel-related items, including, but not limited to:
Recommendations for OIG’s consideration on best practices for the use of OIG travel and expense management tools, e.g., E2 Solutions, processing passports and visas, and using OIG’s passport database.
At least 5-7 years of experience in federal travel management and official travel and relocation for federal civilian employees and others authorized to travel at the government’s expense.
Secret Clearance
Extensive knowledge of the Federal Travel Regulations and other U.S. Government travel regulations and policies.
Extensive experience using federal travel and expense management tools, preferably E2 Solutions, so that the incumbent can proficiently and efficiently use the system for daily work associated with TDY travel, answer routine questions, and troubleshoot problems.
Extensive experience preparing travel authorizations and vouchers.
Extensive knowledge of visa and passport requirements.
Excellent verbal and written communications skills.
Strong ability to communicate clearly and effectively with senior officials.
Ability to monitor and maintain strict timelines.
Ability to plan and organize work to meet changing priorities and deadlines.
Proficiency in Microsoft applications such as Outlook, Excel, Word, and PowerPoint.
Demonstrated experience using repositories of data, such as data warehouses optimized for query and analysis.
Licensed to drive a vehicle and, if requested, able to provide driving record.
