Summary About the Position: This position supports the mission of the Defense Health Agency J1, Administration & Management, Human Capital Division and has an established duty location of Falls Church, VA. Responsibilities Serve as advisor and strategic human capital planning expert for the DHA Enterprise. Provide management advisory services and support affecting highly complex, frequently changing organization with a wide variety of difficult personnel actions that are often sensitive and extremely complex in nature. Provide authoritative interpretation and instructions on HR laws and regulations. Evaluate organizational structures to recommend efficient or cost effective position management strategies. Lead internal reviews of program and procedures with other HR functional specialists to ensure the full scope of employees’ records and information are reviewed for accuracy, efficiency, and effectiveness. Ensure HR problems/issues affecting the enterprise are properly documented, remediated and reported. Review OPM, DoD and DHA policies concerning classification appeal procedures, competitive areas, Fair Labor Standards Act, restructuring, and realignment proposals. Track both internal and external tasks affecting the DHA Enterprise, to include the Headquarters, Markets and MTFs. Serve as technical authority on the collection, generation and analysis of data from Civilian HR data systems and applications. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience. Specialized Experience: Applicants must demonstrate at least one year of specialized experience in their resume which includes: 1) applying human resources (HR) regulations, policies, and guidance to respond to difficult issues involving complex projects or problems that require expert advice, authoritative policy, or procedural interpretation; 2) advising management officials on position management strategies to create an efficient organization; and 3) developing or executing non-standard reports, as well as utilizing standard reporting tools, to analyze data for trends and anomalies to make suggestions for improvement in processes, balance/assignment of workload, and areas of emphasis. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone–no substitution of education for experience is permitted.
