Apply established principles, concepts, and techniques of the Financial Management occupation. Ensures that all financial transactions are properly and timely recorded, adjusted, and liquidated in the financial management accounting system. Participates in the quality assurance program and supports management with financial systems analysis, automation/systems requirements development, and related operational procedures. Assists management with quality assurance activities by studying accounts, reports, and procedures in the financial management systems. Performs other duties as assigned. Requirements Conditions of Employment Qualifications Specialized Experience: For the GS-05, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-04 grade level in the Federal service, or comparable in difficulty and responsibility to GS-04 if outside the Federal service. Specialized experience at the GS-05 level is defined as experience inputting financial data. For the GS-07, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-05 grade level in the Federal service, or comparable in difficulty and responsibility to GS-05 if outside the Federal service. Specialized experience at the GS-07 level is defined as experience inputting financial data; and experience preparing financial transactions. For the GS-09, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-07 grade level in the Federal service, or comparable in difficulty and responsibility to GS-07 if outside the Federal service. Specialized experience at the GS-09 level is defined as experience inputting financial data; experience preparing financial transactions; and experience with financial reporting, reviewing and analysis. For the GS-11, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-09 grade level in the Federal service, or comparable in difficulty and responsibility to GS-09 if outside the Federal service. Specialized experience at the GS-11 level is defined as experience inputting financial data; experience preparing financial transactions; experience with financial reporting, reviewing and analysis; and experience applying rules and regulations in implementing operational instructions and procedures and researching and resolving complex financial issues. In addition to meeting the specialized experience requirements, qualified applicants must also possess the quality of experience as it relates to how closely or to what extent an applicant’s background, recency of experience, education, and training are relevant to the duties and responsibilities of the announced position. Candidates must clearly demonstrate the possession of competencies necessary to successfully perform the work of the position at the appropriate level to be qualified for the position. Education Substitution of education for the specialized experience requirement at the GS-05 grade level: Successful completion of a full 4-year course of study leading to a bachelor’s degree in an accredited college or university may be substituted for the experience required. Substitution of education for the specialized experience requirement at the GS-07 grade level: Bachelor’s degree with Superior Academic Achievement or 1 academic year of graduate education (or law school, as specified in qualification standards or individual occupational requirements). Superior Academic Achievement: S.A.A. is based on (1) class standing, (2) grade-point average, or (3) honor society membership. Substitution of education for experience at the GS-09 level: Two full years of progressively higher level graduate education, or Master’s or equivalent graduate degree such as LL.B. or J.D., may be substituted to meet the experience requirement. Substitution of education for experience at the GS-11 level: Three full years of progressively higher level graduate education or Ph.D. or equivalent doctoral degree. To be creditable, education must have been obtained in an accredited college or university.
