Summary This position is part of the Office of Energy Efficiency and Renewable Energy – Golden Field Office, Department of Energy. As a Grants Management Specialist, you will serve as a Financial Assistance Policy Analyst who will make decisions concerning issues such as interpretation of a considerable amount of technical data and policy and regulatory information, and planning and coordination of procurement of activities for the pre-award, post-award, or other contractual functions. Responsibilities As a Grants Management Specialist, you will: Serve as a Financial Assistance Policy Analyst in the Golden Field Office. Develop and implement new or revised financial assistance and other procurement policies and standard operating procedures to include actions related to cooperative agreements, grants and other transactional authority awards. Provides guidance and oversight to the financial assistance workforce on new regulatory requirements and policies to ensure policies are properly implemented. Oversee internal controls for financial assistance programs to ensure requirements are met. Analyze and evaluate applicable laws and policies to initiate and develop local policies, procedures, and guidance material, as well as to justify, negotiate agreements and defend decisions involving responses to continuing changes in programs and technological developments, provide training, technical assistance and recommendations to management, grants, and contracting officers, program managers, and other procurement/technical support personnel. Conduct post-award reviews of a wide range of actions. Analyze, evaluate, and review financial assistance operations, major award actions, and programmatic issues to determine overall management effectiveness and compliance with applicable laws, regulations, and policies. Perform independent reviews of financial assistance actions to assure compliance with established regulations, policy, procedures, and practices. Develop recommendations based upon independent review and analysis and recommends alternative strategies and methods in meeting needs. Develop position papers and briefing materials related to all phases of financial assistance, as well as long-range planning process. Evaluate and recommend waivers to requirements and deviations. Requirements Conditions of Employment Qualifications SPECIALIZED EXPERIENCE REQUIREMENTS: Specialized experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities/competencies to perform successfully the duties of the position and is typically in or related to the work of the position to be filled. A qualified candidate’s online application and resume must demonstrate at least one year of specialized experience equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position is defined as: Developing, maintaining, implementing, and complying with policy, procedures, best practices, checklists, templates, samples, and procurement systems supporting financial assistance operations, including cooperative agreements, grants, and other transactional authority awards; and Responding to data calls and conducting periodic reviews to ensure that financial assistance actions are compliant with all laws, regulations, and policies governing award and administration.
