Our Purpose – Ā Mātou Kaupapa

In response to the complex recovery of regions affected by the Auckland Anniversary Weekend floods, Cyclone Hale, and Cyclone Gabrielle, the Cyclone Recovery Unit (the CRU) was stood up in March 2023 and is hosted by the Department of the Prime Minister and Cabinet.

The purpose of the CRU is to support the Chief Executive Cyclone Recovery to coordinate cross-government work on cyclone recovery; to support locally led engagements with communities, iwi, business, and local government; coordinate planning and reporting; and ensure alignment with broader policy decisions on long-term resilience.

Mō tēnei tūranga mahi | About this role

The purpose of the Programme Manager is to oversee the Cyclone Recovery Unit’s funding and implementation activities and support the Unit’s wider workplan. This will include working collaboratively across the CRU to implement the Future of Severely affected Locations (FOSAL), Whenua Māori and Marae and related workstreams, establishing programme governance and disciplines, maintaining oversight of progress and supporting team members to mitigate and address risks and issues.

The role will require knowledge and experience in these specific areas

• Delivery of effective and efficient programme management.
• Design, establishment, and implementation of project governance and steering and/or Advisory Group arrangements.
• Development and maintenance of constructive and cooperative working relationships with colleagues and key stakeholders.

Ko wai koe | About you

We select on capability and welcome a wide range of applications where the candidate can demonstrate the following

• At least five years’ experience in programme or project management in the public sector.
• Proven track record in successful delivery of complex policy and/or machinery of government advice and/or organisational/business change projects to meet a range of complex stakeholder aspirations and needs.
• Experience in establishing and leading project teams to create a successful project delivery environment.
• A strong understanding, and demonstrable practical experience in the application of formal project management methodologies. A formal qualification in project management is desirable (eg MSP, PRINCE2, Agile or other methodologies).
• Experience in working to and with governance and reference boards to provide required reporting and visibility of project delivery progress. Experience in working with boards to resolve risks and issues and reach key decisions.
• Strong presentation skills, and the ability to communicate ideas in a succinct and impactful way. Able to demonstrate project progress, articulate issues and risks in a way that promotes understanding of options available for moving forward.
• Experience with the application of te Tiriti/Treaty of Waitangi based frameworks and systems is desirable.
• A knowledge of and interest in all-of-government system coordination and national security issues (broadly defined) would be an advantage.
• Knowledge of emergency management planning and business continuity management desirable
• Understanding of critical infrastructure and/or social and community resilience sectors

Salary range c$180,000 – $190,000 p/a including Kiwi Saver contributions.

The CRU is based in Wellington and the team will operate from offices centrally located.
