Summary This position is located in the Reports Analysis Division (RAD) of the Office of Compliance (OC) at the Federal Election Commission (FEC). This position has promotion potential to the GS-0301-11 grade level. Promotion to the next grade level is at management’s discretion and is based on your demonstrated ability to perform the higher level duties. This is a Bargaining Unit position. Responsibilities As the Campaign Finance Analyst in this position, you will: Function as Campaign Finance Analyst and oversee the campaign finance disclosure requirements and the policies and procedures for reports analysis in order to conduct the review of filers’ reports. Prepare letters to outline corrective actions for committees, and other reporting entities, and identify matters requiring referral to other FEC offices. Identify committees and other reporting entities that are considered late- and non-filers and subject to the Administrative Fines Program. Provide quality customer service to internal and external customers by phone, electronic correspondence, and in person. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the education and/or experience and selective factor requirements described below. Your resume must clearly describe your relevant experience and must demonstrate you meet the selective factor. Please provide your transcripts if you are qualifying based on your education. In addition to meeting the Qualifications below, you must possess the following Selective Factor: Experience working with campaign finance/campaign funds, and/or analytical research or evaluation techniques. If you do not have this type of experience, you will receive no further consideration. Minimum Qualifications for this GS-0301-09: A. Have at least one full year of specialized experience applying basic analysis work and providing customer service in support of an organization comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained either in the private or public sectors) performing the following. (1) applying qualitative and quantitative analysis research and evaluation techniques; (2) using databases and spreadsheets (e.g., Access, Excel, etc.) to enter and maintain records; (3) analyzing complicated information on financial disclosure documents; (4) planning and executing work to meet deadlines; and (5) providing customer service to internal and external customers. -OR- B. Have a master’s degree, or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such degree or LL.B. or J.D. from an accredited college or university, if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. You must submit a copy of your transcripts. -OR- C. Have an equivalent combination of specialized experience and graduate education. Note: To compute this, first determine your total qualifying experience as a percentage of the experience required above; then determine your total qualifying graduate education as a percentage of the education required above; add the two percentages. The total percentage must equal to 100 percent to qualify. You must submit a copy of your transcripts. In addition, you must provide a cover letter describing your experience with the competencies identified below: Written Communication: Writes in a clear, concise, organized, and convincing manner for the intended audience. Oral Communication: Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Analysis: Knowledge of the principles and methods to identify, analyze, evaluate and specify the requirements; to include conducting qualitative and quantitative analysis. Customer Service: Anticipates and meets the needs of both internal and external customers. Delivers high-quality products and services; is committed to continuous improvement. Self Management: Sets well-defined and realistic personal goals; displays a high level of initiative, effort, and commitment towards completing assignments in a timely manner; works with minimal supervision; is motivated to achieve; demonstrates responsible behavior. Part-time or unpaid experience: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. Volunteer or unpaid experience: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work. (Self-created transcripts will not be accepted). If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university. GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school’s definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
