Summary This position is announced by the Federal Law Enforcement Training Centers on behalf of the Department of Homeland Security (DHS), DHS Headquarters Science & Technology Directorate. Responsibilities This position is located in the Department of Homeland Security’s (DHS) Undersecretary for Science and Technology (S&T Directorate) within Washington, DC. The S&T Directorate is the science advisor to the Secretary and serves as the research and development arm of DHS. The purpose of the position is to serve as a DHS S&T Portfolio Manager to inform S&T and customer investment decisions. Typical assignments include: – Assisting customers through identifying gaps in processes, requirement prioritization, and coordinate with S&T matrix partners to understand customer needs, apply a deliberate approach to address needs, and support project planning, execution, delivery, and transition of solutions. – Performing long-range planning to meet evolving program needs, enhance program accomplishments, and comply with regulatory and policy requirements to align with strategic objectives. – Supporting S&T in developing the annual Resource Allocation Plan (RAP), Office of Management and Budget (OMB) Justification, Congressional Justification (CJ), Spend Plan and other key inputs to the Planning, Programming, Budgeting, and Execution (PPBE) process. – Works with S&T matrix partners to plan programs, projects and activities in accordance with resource planning guidance. – Supporting budget planning, development of cost estimates, assessment of priorities and associated information for justifications, presentations, and testimony for senior leadership. – Planning and conducting portfolio management to address customer priority needs. – Providing leadership and expertise to understand customer needs, identify potential solutions, and develops justifications and metrics to inform investment decisions. – Supporting the planning, coordination, and execution of projects to meet customers’ needs and the successful delivery of solutions. – Collaborating with S&T matrix partners and other government agencies to facilitate agreements, identify resources, projects and activities to address customer needs. The qualification requirements listed below must be met by the closing date of this announcement. You must meet the basic requirements of the Economist, GS-0110, series below: A. Successful completion of a full four (4) year course of study in an accredited college or university leading to a bachelor’s degree in economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus. (You must submit transcripts for this position.) -OR- B. Combination of experience and education: Coursework that includes at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus and appropriate experience or additional education which demonstrated appropriate skills or abilities needed to perform the duties of this position. (Your resume must demonstrate this clearly. You must submit transcripts for this position.) Examples of qualifying experience include: individual economic research assignments requiring planning, information assembly, analysis and evaluation, conclusions and report preparation; supervisory or project coordination assignments involving a staff of professional economists, and requiring the evaluation and interpretation of economic information; or teaching assignments in a college or university that included both class instruction in economics subjects and one of the following (1) personal research that produced evidence of results, (2) direction of graduate theses in economics, or (3) service as a consultant or advisor on technical economics problems. Experience in related fields that did not involve the use and understanding of economic principles and theories may not be used as qualifying experience for these positions. Special attention on this point should be given to certain types of work that may or may not have provided professional economic experience. The following examples of work require special care in such determinations: economic statistics; industrial surveys; management of individual business enterprises, including farms; industrial planning; writing or editorial work in economic subjects; and financial market analysis. In addition to the basic requirements listed above, You must possess at least one year of specialized experience equivalent to the GS-14 grade level in the Federal service, or equivalent experience in the private sector. Specialized experience is defined as: 1) Developing economic cost benefit analysis reports in support of strategic program goals and objectives.; 2) Leading programs, projects or activities to facilitate effective management to meet strategic objectives.; 3) Developing solutions and recommendations to support program and project planning. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps and AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, and social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
