About the Role:
The Federal Reserve Bank of Dallas is looking for a highly motivated and versatile Captain to work under the direction of the Chief, equivalent rank or higher, to manage the day to day operations on an assigned shift or section within District Law Enforcement (DLE). You will plan, direct, monitor and manage work flow, as well as, be responsible for performing and overseeing administrative duties. As the Captain you will lead teams, projects, and tasks as assigned and support DLE and Bank mission, vision, and priorities and goals and may act in the capacity of the Chief as needed.
You Will:
Apply good judgment and decision-making skills, demonstrate critical thinking and logical thought processes and uses law enforcement/security experience to handle moderate to complex situations
Provide effective leadership and management of District Law Enforcement (DLE) shift operations including: overseeing planning, scheduling, approval of time off requests, coordination of operations and special events; continuous monitoring of operations; identifies and executes recommendations for operational improvements and/or efficiencies
Maintain effective controls and administrative practices and ensure self and shift/team members are held accountable for compliance with applicable laws, established regulations, policies and guidelines; Take appropriate action to address deviations
Be held accountable for compliance with applicable laws, established Facility Security Guidelines, Uniform Regulations, Bank Policy and District Law Enforcement General Orders and DLE Standard Operating Procedures; take ownership and appropriate/timely action to address deviations
Ensure all Bank security and life safety systems, including but not limited to, access control and alarm systems, x-ray machines and metal detectors, radio systems, video surveillance systems, voice evacuation system, and hazardous materials gear are effectively managed and monitored and when necessary, take appropriate action to ensure security of personnel and property
Evaluate, respond and direct staff regarding sensitive and potentially dangerous situations using sound judgment; ensure safety and security duties are performed as needed; address deficiencies and report findings to upper management; prepare required documents; respond and direct an effective response to crisis/emergency situations as needed; ensure operation plans and other security procedures are followed
Ensure that shift/ team members meet high standards of professionalism, efficiency, and customer service by holding self and shift members accountable and taking appropriate actions
Prepare effective and meaningful development plans in support of succession planning objectives; regularly monitor and assess development progress; take timely action to address performance issues
Provide timely and accurate completion of annual performance evaluations of staff; provide on-going feedback to staff; observe, approach and deliver timely coaching/counseling to DLE staff when necessary; Meet with upper level management to provide feedback regarding staff performance and development issues
Contribute to department morale through positive actions and behaviors; identify and act on opportunities to build teamwork; Provide accurate and timely communication of information to all staff; conduct individual and team meetings regularly to facilitate effective communication of policies, procedures, shift coverage and other pertinent information; measure and enhance teamwork and workplace morale; contribute and support Bank and department initiatives and efforts; Display an example of excellence and be a role model to other staff members
Effectively communicate upper management decisions and rationale, and communicate staff issues to upper management
Protect the organization`s employees, properties and all items of value on premises from any preventable harm or danger; Develop security policies and procedures that comply with government guidelines and standards; Conduct investigations to protect organization assets; Respond to contingency events including bomb threats, sabotage and severe weather conditions through onsite police force or with the assistance of government law enforcement agencies
You Have:
Associates or Bachelor`s degree from an accredited college/university in criminal justice, public administration or related field; a High School diploma or have passed a General Education Development (GED) test
Must have a minimum of five (5) years in law enforcement or security and at least two (2) years supervisory experience in law enforcement or security related fields
Minimum age of 21 or older. Valid driver’s license issued by the State of Texas (or eligible for a Texas driver’s license) and must not be prohibited from being licensed or driving in any U.S. state
Operate as a law enforcement officer pursuant to authority given by the Board of Governors by Section 11 (q) of the Federal Reserve Act; authorized personnel act as law enforcement officers pursuant to the regulations of the Board of Governors and approved by the U.S. Attorney General (Uniform Regulations for Federal Reserve Law Enforcement Officers)
Proficient in use of PCs, email, Microsoft Apps, and police equipment and technology systems and able to learn other computer based applications
Demonstrate proficiency with handling routine problems independent of upper management involvement making decisions within established parameters, guidelines and policies
Resolve conflict by encouraging open communications, confronting difficult situations, maintaining objectivity, keeping emotions under control, and using negotiation skills to resolve conflicts
Ability to understand financial targets/budget goals and demonstrate fiscal discipline; work with upper management on changing priorities and/or addressing unforeseen business needs
Ability to exercise discretion and handle situations decisively, tactfully and respectfully
Ability to speak with clarity in addressing the needs, positions, or concerns within the District Law Enforcement
Express concerns and provide constructive input when challenging ideas and decisions. Support the ultimate direction of the department and Bank
Ability to communicate and interact well with people inside and outside the Bank; build constructive relationships and work collaboratively with individuals in departments throughout the Bank and District; can defuse high-tension situations
Equivalent education and/or experience may be substituted for any of the above requirements

Notes:
This position may be filled at various levels based on candidate’s qualifications as determined by the department.
Must be examined by a physician selected by the Bank and be certified as physically fit for duty as a FRLEO.
Physical demands of the position include, but are not limited to: standing, walking, or climbing several flights of stairs regularly; run, climb, crouch, or crawl occasionally; lift 25 to 50 pounds, frequently; and lift 100 pounds or more occasionally.
Be examined by a licensed psychiatrist or psychologist selected by the Bank and be certified as mentally fit for duty as a FRLEO.
Show no trace of illegal drug dependency or illegal drug use after a physical examination and NIDA (National Institute on Drug Abuse) approved tests.
If the applicant is a former law enforcement officer, the applicant may not have been separated from their license under less than honorable conditions, nor can their license be under suspension or revoked by the licensing agency or authority.
If the applicant has former military service, the applicant may not have been discharged from any military service under less than honorable conditions as stipulated on an official DD-214 or similar document.
Must not have been convicted of a: felony; class A misdemeanor; class B misdemeanor in the ten years before the date of application to become a FRLEO; or class C misdemeanor involving: violence, theft, deception, drugs, alcohol, public safety or moral turpitude, other than minor traffic offenses, in the five years before the date of application to become a FRLEO; or family violence offense.
Must not be indicted/awaiting trial or subject to any court order relating to a criminal prosecution.
Must not be prohibited by state or federal law from possessing firearms or ammunition.
For purposes of these procedures, a conviction includes court-ordered community supervision, probation, deferred adjudication, or any plea that requires an acknowledgement of guilt, including nolo contendere.
Candidates may be required to complete job related assessment(s).
In addition, all candidates must undergo an enhanced background check and comply with all applicable information handling rules, and all non-U.S. citizens must sign a declaration of intent to become a U.S. citizen and pursue a path to citizenship.
