Summary This position is located on the Shasta Trinity National Forest in Mountain Gate, CA. Responsible for the development of the unit’s program of work, budgeting requirements and development and reconciliation through the budget processes and handles and financial accountability for the unit for complex special uses and recreation programs/permits. Responsibilities Act as liaison between the Unit and a central processing unit such as Albuquerque Service Center (ASC) in the areas of receivables and collections, Cost Recovery agreements, and Quality Assurance External Accounting. Develop and monitor the budget for the long-range and annual work plan. Serve as a point of contact on long-range and annual work plans for the natural resource programs/projects. Tracking and monitoring of Cost Recovery agreements. Provide advice and assistance regarding policies/processes for implementation of programs that enable the agency to retain, spend and/or leverage funds. Responsible to report accomplishments and provide annual report to Congress. Responsible for determination of type of fees for business entities and all fee calculations, issuances, reconciliation and debt collection. Work on complex sales/purchases due to split ownership. Review holders? annual financial reports, (i.e., financial statements, tax returns, depreciation schedules, etc.), physical inventories of assets. Review fee offset agreements and reconciliation of receipts for construction projects. Analyze the effectiveness of Special Uses, Recreation, and other programs and/or operations in meeting established fiscal goals, measures, and objectives for a Leadership Team. Provide course descriptions as necessary. Specialized Experience Requirement: GS-11: One year of specialized experience equivalent to at least the GS-09 grade level. Examples of specialized experience include: Assisted with the processes and handled fiscal and financial accountability for the unit for complex special uses and recreation programs/permits. Performed routine fiscal analysis functions such as development, preparation, and revision of the budget, fund estimates, and project plans; provided required data and assistance in developing budget and program planning summaries; assisted in the review and coordination of budgetary documents, allocations, and operating budgets; and performed analysis of unit needs, made recommendation for budget modifications, and created allotments. OR GS-11: a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related; OR an appropriate combination of specialized experience and graduate level education (beyond what is required for a master’s degree, i.e., more than 36 semester hours leading to a Ph.D.). Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
