The Mission of the Department of Veterans Affairs (VA), Veteran Benefits Administration (VBA) is to provide benefits to our Veterans that they have earned through military service. Under VBA, the Office of Business Integration (OBI) is tasked with improving, simplifying and accelerating delivery of benefits to our Veterans. In meeting these goals, OBI strives to acquire managed service solutions that are effective and use efficient Information Technology (IT) to achieve desired VBA results. The successful Requirements Analyst will work closely with the client and development team to ensure requirements are understood and communicated to ensure system updates and enhancements are effective and work properly. Your contributions and testing skills will be vital to providing a positive, high quality benefits delivery to our nation’s veterans.
Responsibilities :
Analyzes user needs to determine functional requirements for a wide variety of projects and highlights areas of improvement.
Responsible for researching, developing, and communicating requirements for all projects assigned
Investigate what needs a customer is looking to fulfill and translating those into technical requirements
Responsible for analyzing requirements, concept of operations documents, and high-level system architectures to develop system requirements specifications
Guide users in formulating requirements, advises alternative approaches, and conducts feasibility studies
May serve as team or task lead (Not a people manager)
Serves as advisor to clients in assigned subject areas, recommends functional changes, and identifies areas for further investigation
Generates recommendations in the form of briefings, reports, and other major documents provided to senior level client personnel
Ability to work with multiple teams and features simultaneously; prioritize time based on client need and current team capacity
Track individual requirements through multiple systems to ensure that the functionality was developed properly throughout all systems
Develop strong relationships with clients and end-users
Reverse engineer business requirements by researching technical documentation of legacy systems, ensuring that all existing functionality and system validation has been implemented into the system.
Conduct training sessions of the application’s new features for end-users and client management staff.
Create training materials and technical documents for users of varying levels of technical knowledge.
Work with testers to develop test scripts, scenarios, conditions, and test data for new requirements. Required/minimum qualifications:
Bachelor’s degree or equivalent experience
4+ years experience in evaluating and translating customer needs into technical solutions
4+ years experience as a requirements analyst or task manager
Possess considerable technical and task management skills
2+ years experience in documenting requirements throughout development lifecycle (New and Regression)
Client facing experience and reporting
Experience in creating Process flows diagrams (System and Vendor)
Must be able to obtain a Public Trust
Strong communication and engagement skills with an introductory level of understanding of networking
Previous Department of Veteran Affairs experience
Experience working with a Use tracker system (JIRA) to track requirement implementation
Worked within an Agile team
