The Technical Project Manager (TPM) is responsible for overseeing multiple (concurrent but independent)
application/system deployment efforts into a federal data center environment in accordance with prescribed
policies, procedures, standards, and federal security requirements. Is responsible for planning, monitoring, and
reporting progress of each deployment to management. Individual deployment projects may vary significantly in
scope, magnitude and duration. Applicants must have experience and proficiency managing system
deployments and be highly familiar with a standardized System Development Life Cycle (SDLC), as well as
AGILE methods and SCRUM. ScrumMaster certification is desirable but not required. Must have excellent
verbal and written communication skills and seasoned consultant skills as the TPM will spend a significant
amount of time planning and leading phone conferences involving both technical teams and customers, to cover
all aspects of hosting newly developed applications.
The role will also involve planning, execution, and controlling cross-functional initiatives across a range of infrastructure management services including (but not limited to) data center management, application hosting, geospatial service support, network support, cybersecurity, cloud computing, COOP support, and identity and access management. Normal tasks will include (but not limited to): oversight of the support personal that maintain some of the systems and products; attend and hold meetings to identify current status and plan future enhancements to the systems and configuration; interface with EPA and provide status and reporting; engage with team members to engineer best possible solutions and configuration to achieve objectives; act as focal point with other GDIT teams supporting the other systems and products that make up the environment; provide reposting and status to GDIT management on the environment.
The candidate for this position will perform the following (but not limited to) duties and tasks:
(a) Leads team on large projects or significant segment of large complex projects.
(b) Analyzes new and complex project related problems and creates innovative solutions involving finance, scheduling, technology, methodology, tools, and solution components.
(c) Provides applications systems analysis and programming activities for a Government site, facility or multiple locations.
(d) Prepares long and short-range plans for application selection, systems development, systems maintenance, and production activities and for necessary support resources.
(e) Oversees all aspects of projects.
(f) Prepares or ensures that appropriate documentation exists, including operational instructions.
(g) May coordinate third-party maintenance for equipment.
(h) Provides technical solutions to a wide range of complex problems. Solutions are imaginative, thorough, practicable and consistent with organization objectives.
(i) Contributes to completion of specific programs and projects.
(j) Works under very general direction and independently determines and develops approach to solutions. Work may be reviewed upon completion for adequacy in meeting objectives.
(k) Work effectively with EPA as a government entity and follow their processes and procedures
(l) Ensure that cybersecurity tools are implemented per the NIST 800-53 security controls framework
(m) Understanding of how to perform vulnerability and compliance scanning
The Candidate must have the following (but not limited to) qualifications and abilities:
Skills:
Proven project leadership, planning, and time management experience.
Excellent verbal and written communication skills.
Capable of managing effective interactions with both customer and technical teams.
Ability to multi-task on several simultaneous active projects.
Manager-level familiarity with common application platforms, tools, technologies (OS, Middleware,
Database)
Familiarity with common network concepts.
Familiarity with Enterprise Identity Management systems to provide user access.
Familiarity with the technical details of server to server communications, to be able to request
firewall rules
Experience following a change management system to submit and perform changes
Education:
BS or equivalent + 9 years of experience in a project leadership role/capacity, or MS + 7 years related experience
PMI-PMP, PMI-CAPM, or PMI-ACP Certification.
Desirable (not required):
PMI-PMP Certification
Experience with and/or an operational understanding/vocabulary of Cloud hosted applications.
Working knowledge of DevOps.
Familiarity with the security requirements for hosting federal systems.
Any of a variety of current Technical Certifications (RedHat, Cisco, Oracle, Microsoft,
ScrumMaster).
