Role
The Child Care Connect (CCC) Supervisor position directly supervises Licensing Officers who answer calls in all areas of Child Care Licensing including intake, licensing and monitoring of licensed child care programs, the Family Day Home Program, licensed and unlicensed child care complaint and critical incident investigations. These areas are inter-related with Federal, Provincial and Municipal complex legislation, policies and procedures. The CCC supervisor will provide support direction and consultation to Child Care Licensing officers handling the CCC line.
The CCC Supervisor will also support the Executive Director’s office in ARTS administration and will be responsible for assisting in responses to ARTS. There will also be an issues management role in this position.
The position focuses on strengthening the quality of child care programs by working with parents, funded agencies and the community to build adult caregiving capacity and support developmentally enhancing, quality child care.
The client groups most impacted by the activities of the Child Care Connect Supervisor are: the Child Care Licensing Staff, government staff in other branches, particularly Early Childhood Development and Subsidies and Grants, the Family Day Home Program, license holders, community agencies and families/children in receipt of services provided through licensed and approved child care programs. In addition, the program interfaces and works in tandem with Child Intervention (Cl) and Family Supports for Children with Disabilities (FSCD).
The child care licensing process is intimately connected to related complex municipal and provincial legislation, policies and procedures, regarding health and safety and the Child Care Connect Supervisor is required to develop strong, collaborative relationships with allied professionals.
Responsibilities include:
Participate in the recruitment, orientation and training of new and current staff as required.
Promote professional development for all staff.
Establish team and individual objectives, monitor and evaluate performance.
Promote, build and maintain positive relationships and support collaboration amongst the team unit.
Provide support to staff and develop staff communication networks to enhance service delivery.
Provide case consultation with individual Licensing Officers for consultative purposes; also for problem resolution or supervision.
Initiate, facilitate and participate in case conferences on complex or contentious cases.
Provide interpretation of child care legislation and Ministerial policies and procedures to Licensing Officers, community stakeholders, agencies and other professionals.
Mediate and resolve issues with license holders and agencies with whom the director has entered into an agreement.
Complete quarterly audits from the Program Information, Evaluation and Performance Measurement Branch.
Identify emerging issues in the sector, assess potential impacts and recommend mitigation strategies to support license holders, the Family Day Home Program and child care programs.
Apply discretion and professional judgment to resolve complex issues, and notify/involve or escalate for decision making if required.
Qualifications
Bachelor Degree (Social Work, Early Childhood Education or related field preferred, but not necessary) and 2 years related experience is required
Knowledge of the Child Care Licensing Act and Child Care Licensing Regulation is required.
Demonstrated supervisory skills while working in the child care field is an asset. Equivalencies may be considered.
Equivalency: Master of Social Work and 1 year related experience; OR related university degree (Early Childhood Development, Child and Youth Care) and 4 years related experience; OR related diploma and 5 years related experience; OR related certificate and 6 years related experience.

$2,907.15 – $3,764.70 bi-weekly – ($75,876 – $98,258 / year)
