Government of Saskatchewan Hiring For Executive Director, Provincial Protective Services Branch at Regina, SK Full Time

The Ministry of Corrections, Policing and Public Safety – Policing and Community Safety Services Division is committed to the protection of the people, natural resources, and infrastructure within the province of Saskatchewan.

The newly created Provincial Protective Services branch (PPS) branch combines a variety of protective and investigative services including conservation officers, highway patrol traffic officers, investigators from the Safer Community and Neighbourhoods Program, Community Safety Officers responsible for security for the Wascana Center, Sheriff Services officers that provide security for courts and conduct prisoner transport plus several other related protection and investigational services.

The Ministry is seeing a highly experienced and forward-thinking leader to join as Executive Director, Provincial Protective Services. You will be, the primary leader responsible for the development, planning, implementation, management, and overall strategic direction for this newly created branch.

Reporting to the Assistant Deputy Minister, the successful candidate will:

• Provide strategic leadership and oversight of provincial operations of the PPS while ensuring a high degree of professionalism and integrity within the daily interactions of the PPS with the public, partners, and other law enforcement.
• Lead the development of long and short-term protective service strategies to address a larger public safety mandate while also maintaining specific protective roles such as investigations related to wildlife offences, offenses related to provincial highway and road infrastructure, investigations of properties being used for specified criminal activities such as drugs and gangs and ensuring the physical security of our courts and ensuring the safe transportation of persons in custody.
• Provide over all guidance and direction to management of multiple protective service sections and units within the PPS branch related to legislation, policies, processes related to policing and delivery of a protective services mandate in Saskatchewan.
• Oversee the creation and compliance with policies, standard operational procedures, and executive direction to ensure that the PPS operates consistent with best practices and modern law enforcement standards.
• Provide sound and effective fiscal oversight and stewardship ensuring that public funds, assets, and resources under control of the PPS are properly used and maintained.
• Develop and maintain strong partnerships between the province, RCMP, municipal police services, Saskatchewan Police Commission, local police boards, Public Safety Canada and community-based organizations and agencies.

Ideal Candidate

Our candidate of choice must be an experienced senior executive with an exceptional history of achieving results in collaborative environments, ideally within the field of policing or criminal justice. In addition, you will have:

• Comprehensive knowledge of contemporary policing practices along with emerging criminal and public safety trends;
• An understanding of legislation, policies, processes, and financial arrangements regarding policing in Saskatchewan;
• A solid track record of building and maintaining credible relationships across a diverse group of internal and external stakeholders;
• In-depth knowledge of government legislative and regulatory processes and protocols, as it relates to public policy development and financial management;
• Sound knowledge and experience managing significant budgets, forecasts, and expenditures;
• The proven capability to identify and deliver key strategic insights, counsel, and policy to ensure decision making is made with the best possible advice;
• The demonstrated ability to build commitment through collaboration, consultation, and consideration of citizen and stakeholder impacts;
• Well established consensus-building skills, strong leadership, and team-building skills, with an ability to mentor and develop staff to a high level of accountability; and,
• Exceptional diplomacy, with well-developed written and oral communication skills and the ability to work with, and influence, a variety of stakeholders.

Typically, the knowledge, and experience required for success in this position would be obtained through:

• 15 or more years of experience in public law enforcement with at least 5 years in the capacity of a senior level executive (Superintendent or higher).

Candidates must be prepared to work outside normal hours and may need to travel anywhere within Saskatchewan on occasion. Some travel outside of Saskatchewan may be required.

Prior to being hired, you must:

• Have previously been or are currently qualified in “use of force” including being qualified in the use of firearms, OC spray and expandable batons consistent or equivalent to the Saskatchewan Police College standards and will be able to maintain that standard during your employment.
• Produce a valid Saskatchewan Class 5 driver’s license.
• Produce a driver’s abstract obtained within the previous three months which demonstrates a safe and responsible driving record.
• May be asked to have a satisfactory psychological assessment based on the Minnesota Multi-phasic Personality Inventory-2 (MMPI-2).

To be eligible for this opportunity, selected candidates will be required to undergo an enhanced security screening process and obtain and maintain a security clearance as a condition of employment. Background checks including a review of previous law enforcement service history and disciplinary history will be considered. The successful candidate must be eligible for appointment as a Special Constable pursuant to The Police Act, 1990 (SK).
