Introduction
This position is located in the DC Department of Health (DCH), Intermediate Care Facilities Division (ICFD). The Intermediate Care Facilities Division (ICFD) licenses group homes for persons with intellectual, developmental, and physical disabilities, Home Care Agencies, Home Support Agencies, Community Residence Facilities, Child Placing Agencies, Nurse Staffing Agencies and Assisted Living Residences. In addition, the ICFD conducts annual and monitoring surveys and complaint/incident investigations to ensure compliance with local licensure requirements and/or with Conditions of Participation in the Medicare and Medicaid Programs under Title XIX of the Social Security Act.
This position functions as Program Manager, responsible for the day-to-day supervision and direction for Supervisory Nurse Consultants, inspectors/surveyor staff and clerical support staff this position serves as the Acting Administrator when assigned.
Duties and Responsibilities
Incumbent works under the general supervision of the Associate Director who defines broad goals and objectives. Work is performed independently, according to protocols, policies, accepted practices within established programmatic, departmental, and District Government guidelines. Results of the work are considered technically authoritative and are normally accepted without significant change. Completed work is reviewed for technical adequacy, appropriateness, efficiency, and conformance to policy and procedures.
The incumbent will be responsible for the development and implementation of program initiative in accordance with Federal and District strategic plan, monitors activities, periodically reviews the work product for completeness and accuracy, and evaluates performance. They will also develop policies, procedures, and guidelines to meet established mandates timelines for local licensure and federal certification survey programs.
Qualifications and Education
Individuals must possess at least (1) year of specialized experience equivalent to a grade 13 level. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and had equipped the individuals with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Related work experience or an equivalent combination of education and experience. Examples of specialized experience include developing and implementing program initiatives in accordance with Federal and District strategic plans; developing policies and procedures and guidelines to meet timelines; conducting investigations of complaints; supervising activities to improve productivity.

Working Conditions/Environment
The work environment involves moderate risks or discomforts, which requires safety precautions typical of an office or duties conducted in the field. The office is adequately lighted and ventilated. Incumbent is required to conduct field activities in inclement weather.

This position is not in the collective bargaining unit. Management Supervisory Services (MSS): At-Will employment applies to the MSS. All positions and appointments in the MSS serve at the pleasure of the appointing authority and may be terminated at any time with or without cause.

Employees occupying positions designated as Emergency are required to:
Provide advice, recommendations, and/or specific functional support necessary for the continuity of operations during a declared emergency.
Remain at their duty station, or alternate work location (approved by their supervisor), if activated, when a situation or condition occurs and results in early dismissal for nonessential/non-emergency employees.
Report to their duty station, when activated, on time and as scheduled when a situation or condition occurs during non-work hours, and results in the late arrival or closing of District government offices for non-essential/non-emergency employees.
Telework during a declared emergency, instead of remaining or reporting to his or her duty station, if directed by the agency head (or designee), supervisor or manager.
Carry or wear their official District government ID card during the period of the declared emergency, if not teleworking.
