Minimum Qualifications
A Bachelor’s degree in Computer Science Technology, Information Technology, or another related field and seven years of experience in the direction and management of an IT program; OR an Associate’s degree in a related field and nine years of such experience; OR eleven years of such experience. At least five years of experience must have included supervision of staff. A Master’s degree in a related field may substitute for one year of experience in the direction and management of an IT program.
This position requires that the incumbent report to the official work location and live within commuting distance to the official work location. HRI offers hybrid telecommuting arrangements.

Preferred Qualifications
Demonstrated experience with leadership skills in technology operations, and software development; experience evaluating and troubleshooting complex problems; experience documenting technical concepts, diagrams, and instructions for a wide variety of individuals; in-depth knowledge of current technology, cloud solutions, information security, databases, and software development; experience with IT architecture; experience in information security.
Responsibilities
The Director, Health Commerce System will provide overall vision, leadership, and strategic planning in the direction, development, and implementation of all aspects of the NYS Health Commerce System, which is the share, secure web application platform NYS Department of Health to communicate with and collect data from all local health departments and healthcare facilities and providers to prepare for and respond to health emergencies. The incumbent will work with key stakeholders to advance the needs of the Health Commerce System approximately 400,000 users, including regular coordination with business owners and technical leads of more than 275 HCS application, and with staff managing grant-funded projects. The incumbent will supervise technical staff that support hardware and networking systems, software development, and cloud platform.

This position requires that the incumbent will report to the official work location and live within commuting distance to the official work location. Telecommuting may not be available. If telecommuting is available, the incumbent will be required to have a telephone/mobile device, and internet access.
