Minimum Qualifications
A Bachelor’s degree in a related field and three years of experience in administration or management of fiscal activities; OR an Associate’s degree in a related field and five years of such experience; OR seven years of such experience. At least one year of experience must have included supervision of staff and/or program management. A Master’s degree in a related field may substitute for one year of experience in fiscal activities.

Preferred Qualifications
At least one year of experience working with grants, including the development and management of budgets, approval and tracking of expenditures; developing/writing grant applications and reports. Experience tracking fiscal metrics, priority tasks, follow-up activities, and upcoming deadlines. Experience with fiscal problem solving and suggesting corrective action strategies. Experience with processing contracts, personnel transactions, and purchasing. Demonstrated experience using Excel. Experience supervising staff.
Responsibilities
The Health Program Administrator I will coordinate and monitor contracts with rural community-based providers who are part of the COVID-19 Health Disparities Program. The incumbent will serve as a liaison to contractors, negotiating contract work plans, reviewing and approving budgets and budget modifications, monitoring expenditures, and ensuring compliance with federal fiscal reporting requirements. The incumbent will also coordinate with contractors to develop expenditure projections, recommend strategies for using unexpended dollars to maximize available resources, supervise staff and complete other appropriate and related duties as assigned. The incumbent will also serve as a liaison between the COVID Health Disparities Program and the Office of Rural Health and responsible for tracking activities and expenditures under the rural carve out section of the health disparities grant.
The COVID-19 Health Disparities Program is designed to address the long-standing inequities that have systematically undermined the physical, social, economic, and emotional health of racial and ethnic minority populations and other population groups that are bearing a disproportionate burden of COVID-19.
