Hillsborough County, Florida Hiring for Accounting Clerk Job at Tampa, FL Full Time

Hillsborough County requires all applicants scheduled to attend an on-boarding session on or after August 30, 2021 to show proof of final vaccination shot, or provide a religious or medical exemption, before their employment can begin. New employees who obtain an exemption from the vaccine based on a medical or sincerely held religious belief may be subject to weekly COVID or monthly antibody testing.

This position is responsible for performing intermediate level accounting work reviewing and processing revenues and expenditures; customer/cost center/expense account reconciliations, and standard/intermediate level transactional reporting; and other fiscal related analyses.

• Associate’s degree with a major in Accounting or Finance; AND
• Two (2) years of experience in bookkeeping or financial record keeping;

• An equivalent combination of education (not less than possession of a high school diploma/GED), training and experience that would reasonably be expected to provide the job-related competencies noted below.

• Audit and processes rent, utility and assistance payments (includes adding required information to documents, applying appropriate accounting strings to documents, expedited payments, audit for accuracy, request clarification and corrections to invoices, reject payments due to incorrect information or errors).
• Audit and process P-card transactions.
• Work with County Finance to answer questions and provide clarification for payment processing, as needed. Acts as a fiscal liaison for departmental staff; researches funding restrictions, searches and analyzes expenditures.
• Assist with payment retrieval/information for payments. Process account corrections.
• Audit and process travel reimbursement, including monthly mileage reimbursement.
• Reconciles Purchase Orders to invoices and receipts.
• Prepares Standard Miscellaneous Batches, Journal Entries, Event Billings, and Deposit Journals.
• Provides local, state, federal, and annual financial audit assistance.
• Initiates and approves fiscal transactions in the automated accounting system.
• Manages departmental invoice payments, which includes monitoring and taking corrective action for financial transactions to include Accounts Payable, Accounts Receivable and Grants. Reviews and analyzes monthly fiscal transactions; identifies issues; and recommends and prepares corrective action.
• Performs other duties as needed, including those performed by subordinate fiscal, financial, and clerical staff.

• Knowledge of accounting principles, practices, procedures, methods, and theory.
• Knowledge of laws, rules, and policies governing assigned functional accounting areas.
• Knowledge of computer operations using accounting and spreadsheet applications.
• Ability to read, comprehend, and apply job related rules, policies and procedures.
• Ability to prepare accounting, financial, and statistical reports.
• Ability to compile, analyze and/or audit accounting, budgetary, fiscal, payroll and leave data.
• Ability to use accounting and imaging software, spreadsheets, and related applications.

• Sitting, standing, and working in front of computer screen, and noise associated with an office environment.
• Position is typically in an office environment. Requires an employee to be mostly sedentary.
• Sedentary work – Exerting up to 10 pounds of force occasionally, and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally, and all other sedentary criteria are met.

In the event of an emergency or disaster, an employee may be required to respond promptly to duties and responsibilities as assigned by the employee’s department, the County’s Office of Emergency Management, or County Administration. Such assignments may be for before, during or after the emergency/disaster.

• Maintain the ability to pass the background checks required for the position. These background checks may include but are not limited to:

  • Level 1 and Level 2 Background Screening (Ch. 435 Florida Statutes)
  • Child Abuse, Abandonment and Neglect Record Check using the State Automated Child Welfare Information System (SACWIS)
  • Sex Offender and Sexual Predator record check using the list maintained by the Florida Department of Law Enforcement (FDLE)
• Possess the necessary job related license(s) or certification(s) that may include possession of a Florida Driver’s License (Class E).
