Job summary
HMRC’s Fraud Investigation Service (FIS) is responsible for the department’s civil and criminal investigations.
FIS ensures that HMRC has an effective approach to tackling the most serious tax evasion and fraud. FIS is home to a wide range of people with a variety of skills and professional backgrounds – including accountants, cyber-crime specialists, criminal justice professionals, tax professionals and operational delivery support teams to name but a few.
We use a range of powers and approaches to protect funding for UK public services, investigating the most harmful tax cheats and ensuring that nobody is beyond our reach.
The Economic Crime (EC) deputy directorate forms an integral part of the HMRC Serious Fraud Strategy. Working closely across the department and the wider Law Enforcement community, we use specialist expertise and modern technology to put illicit finance at the centre of operations. Economic Crime collaborate across various businesses and government departments to reduce the impact of serious fraud on the UK’s tax system, recover the proceeds of fiscal crime, and protect the UK against the risk of money laundering and terrorist financing.
POCA Regulators and Trainers oversee the training, registration and monitoring of HMRC financial investigators across the UK. Working in partnership with the Counter Fraud Academy (CFA) and Proceeds of Crime Centre (POCC) at the National Crime Agency (NCA), they ensure that the training, assessment, and monitoring of financial investigators within HMRC is in line with agreed national standards for law enforcement agencies.

Job Description
This post is for a Proceeds of Crime Regulator & Trainer who will also support HMRC’s Counter Fraud Academy (CFA) Economic Crime portfolio holder with the ongoing development and delivery of financial investigation training.

Have either currently or previously completed Financial Investigation Restraint & Confiscation (R&C) training and PDP successfully and be accredited/registered with POCA 2002 Part2/4, and 8 powers or have the same powers voluntarily suspended in accordance with NCA POCC policy
OR
Have extensive experience in financial investigation and have currently or previously completed Financial Investigation training and PDP successfully and be accredited/registered with POCA 2002 Part 8 powers (or have the same powers voluntarily suspended in accordance with NCA POCC policy)

Selection process details

CV
You should detail your previous three job roles and your qualifications. The word limit for the free text box of the CV section is 250 words. Personal Statement
You will also be asked to provide a Personal Statement up to 500 words, which demonstrates how you meet the Essential Criteria and what you and your experience can bring to the role. The Personal Statement will be scored.
Behaviours
You will be asked to provide examples up to 250 words each, on two behaviours;
Sift and Interview
In the event of a large number of applications, an initial sift may be completed against the Personal Statement. If your application progresses to a full sift, the remaining Behaviours will then be assessed.
We reserve the right to raise the score required at any stage of the process in order to manage numbers.
Please note: Any candidate who fails to demonstrate they meet the Essential Criteria within their Personal Statement will be scored a ‘1’ and their application will not be assessed further.
Candidates successful at sift will be invited to interview, where your Behaviours, Strengths and Experience will be tested. Candidates will not be permitted to bring notes into the interview.
In the event of tied scores, the merit order will be determined on the overall score, then the scores of each element of the Success Profiles being considered.
