The primary purpose of this position is to carry out Protocol Headquarters Air Force (HAF) responsibility for the Secretary of the Air Force and Chief of Staff of the Air Force. Responsibilities Plans, organizes, manages, administers and executes protocol activities of the SecAF, USecAF, CSAF, CSO, CV, DS, CMSAF, and SEL to the CSO. Develops and implements protocol policy and procedural guidance for the Air Force. Responsible for the oversight of effective and accurate expenditure of Official Representation Funds (ORF), Special Morale and Welfare Funds (SM&W) and Operations and Maintenance (O&M) funds, and the management of expenditures for the office government purchase card and the travel budget. Plans, arranges, and coordinates a variety of details associated with SecAF and CSAF hosted conferences. Develops, updates and instructs core curriculum blocs of the AF-level Protocol Fundamentals Course and provides other protocol training programs as required. Serves as the Air Force liaison for protocol matters with other agencies to include the White House, Congress, Office of the Secretary of Defense, Office of the Joint Chiefs of Staff, the other Military Services, the Military District of Washington, Air Force District of Washington, Air Staff Directorates, Air Force Installations worldwide and other agencies as required. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes (1) Mastery knowledge of the art of ceremony and protocol. Mastery knowledge of the concepts, principles, and techniques of protocol matters, both national and international to develop, establish, implement, and maintain a proactive protocol program requiring extensive knowledge of Air Force and military traditions and skill in working with high level military and civilian officials. Possesses a level of knowledge that leads experienced protocol practitioners to seek out incumbent for advice on how to deal with unusual situations; (2) Comprehensive knowledge of the major issues, program goals and objectives. Work processes and administrative operations of the Protocol Office; and (3) Extensive knowledge of and skill in establishing and maintain effective working relationships with groups interested in or affected by the Protocol Office. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Master knowledge of the concepts, principles and practices of protocol, precedence, funding, military ceremonies, and military traditions, both national and international. Master knowledge of the protocol and military operational planning process and ability to apply that knowledge in routine exercise, contingency and real world operations. Ability to plan, organize and direct the functions and staff of a large sized organization sized organization. Master knowledge of communication techniques, principles, and regulations to communicate effectively, both orally and in writing in responding to work related problems and questions. Ability to indirectly supervise and provide supervisory guidance to both military and civilian personnel. Knowledge of standard organizational budget procedures. Skill in working with people to maintain effective working relationships with groups interested in or affected by ceremonial and protocol programs and policies and skill in working with high level military and civilian officials. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
