We are looking for a Solution Manager to assist with solution development efforts and support increased product-centricity at ICF! Experience with large Digital Modernization and/or solution development efforts is preferred.
Must be able to obtain Public Trust clearance.
US Citizenship or Green Card Holder required due to Federal contract requirements.
The Solution Manager will play a critical role in supporting technology initiatives. Our clients span state and federal agencies. The ideal candidate for this position will use their collaboration and management skills to align stakeholders and help maximize the value of our investments. The candidate will collaborate with internal teams and clients to refine and shape technology opportunities using best practices from Lean Startup and Agile methodologies. They will help focus attention on the most valuable work and facilitate rapid learning through well-structured feedback loops.
We are looking for a creative agile practitioner who can facilitate collaboration sessions, help structure and prioritize work, guide implementation teams, and communicate clearly and succinctly. You believe that it can always be made better, faster, and more reliable!
Here’s what you’ll be doing day to day in this Solution Manager role:
Help frame the opportunity by working with various stakeholders and constituents, including other members of our CTO team.
Facilitate investment decisions by helping guide hypothesis testing, rapid feedback, and options-based decision-making to help ensure we’re building the “right” thing.
Stay abreast of process trends, technology concepts, and market standards, including those of other domains, to augment your work and enhance your decisions.
Facilitate the definition and prioritization of product backlog(s) in collaboration with team members and stakeholders, both internal and external.
Help guide the development of proof-of-concept solutions to validate technical approaches and strategy.
Facilitate the process of analyzing and validating assumptions—technical and non-technical—during all product development phases.
Understand existing enterprise assets, including frameworks, patterns, and subsystems; guide teams to use them where appropriate.
Maintain and track work progress, broadcasting it to stakeholders and interested parties to ensure appropriate investment decisions.
Required Qualifications and Experience:
Must be able to obtain Public Trust clearance.
US Citizenship or Green Card Holder required due to Federal contract requirements.
Bachelor’s Degree in Computer Science, Information Systems, Engineering, Management or other related discipline.
4+ years of experience using Agile methodologies with development teams to frame customer problems, find ways to address them, and deliver solutions that meet their needs.
2+ years of experience working as a Scrum Master, Agile Delivery Lead, or equivalent.
Preferred Qualifications and Experience:
SAFe (Scaled Agile Framework) experience a plus.
2+ years of experience helping organizations transition from project-centric approaches to product-centric ones.
1+ year of experience leading human-centered design workshops to better identify problems to solve.
1+ year of experience in developing and delivering Digital Modernization solutions for Federal clients.

Pay Range – There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position. The pay range for this position is :
$82,673.00 – $140,544.00
