Summary This position is a Small Craft Operator Supervisor, WS- 5786-9 working in Lodi, California for the R8-Lodi Fish and Wildlife Office. Responsibilities As a Small Craft Operator Supervisor your duties will include, but are not limited to, the following: The incumbent is responsible for all the scheduling of the Mechanics and Small Craft Operators. This is often done within a multi-agency environment as part of the Interagency Ecological Program. The incumbent procures and secures vessels, equipment, tools, and consumable equipment. Assures that mechanics and small craft operators track sampling gear use and condition, and record and inventory parts, consumables and shop equipment. Coordinates and communicates effectively with federal and state agencies with respect to vessel scheduling, operation, small craft operator availability, and sampling logistics. Works with harbor personnel to coordinate dock spaces, storage and fuel needs. Establishes and maintains vessel maintenance priorities and work plans in order to complete biological sampling. Reviews and analyzes work accomplishments and adjusts priorities as needed. Performs small craft operation: navigating, docking, casting off, and fueling; simultaneously operating hydraulic winch controls to deploy, fish, and retrieve sampling gear, (typically trawl nets or similar gear types), regular maintenance of all vessels and attached or associated equipment, including trailers, minor repairs of vessels, winches, nets, and other associated equipment, assuring adherence to safety protocols by all personnel on board, assisting in the training of vessel operators and shop/warehouse personnel, and maintaining skiff logs to document vessel use and maintenance. The incumbent functions as LFWO Collateral Duty Safety Officer (CDSO). This official title and related duties are assigned as a permanent role to the position. The duties include the development of work unit safety plans, leading the LFWO Health and Safety Committee, implementation of required safety training (fire drills, CPR, swiftwater rescue, etc.), implementing Department of Interior and FWS safety policy and completion of yearly safety audit, and maintains proficiency in assigned CDSO responsibilities by attending the appropriate training. Functions as Motorboat Operator Certification Instructor. Teaches the MOCC Instructor Course for new instructors, including incoming small craft operators and field staff of the LFWO and at other Service locations such as Midway Atoll, Hawaii, and field offices across the state of California. Serves as a USFWS team member on a nationwide Watercraft Safety Working Group responsible for updating watercraft operational policies and procedures employed by the U.S. Fish and Wildlife Service. Coordinates instruction and courses with other government offices, performs logistical planning, builds course itineraries, and teaches a variety of personnel from government agencies. Physical Effort: The incumbent must have physical agility and balance to work safely on wet and moving decks.There is frequent lifting and carrying of moderately heavy parts and equipment weighing 50 pounds or more, often on slippery and uneven surfaces such as moving boat decks and docks. This position requires moderate physical effort such as pushing, pulling, reaching, walking, standing, kneeling, bending and climbing into crawl spaces in engine compartments. Simultaneous and smooth operation of hydraulic winches and engine controls while standing on a wet and moving deck requires coordination of hands, eyes, legs, and body. Incumbent must be able to operate vessels for over 10 hour periods between harbor landings. Working Conditions: Most of the supervisory duties are performed in an office and warehouse/shop environment. The boat operations are performed on open or partially enclosed boats, day and night, in all seasons and weather conditions e.g., sun, rain, wind, heat, cold, mosquitoes, and moderate engine noise and vibration.
