Job Description

Primary responsibilities include developing and implementing the Salmon Recovery Program in accordance with the goals and objectives of federal/state laws and organizing, directing, and coordinating all phases of the program.

Employee in this position is given significant discretion within the scope and policy and regulations in the performance of his/her duties. The individual in this position reports directly to the Department of Natural Resources Manager. Oversight may be provided by the Public Health Director.

Position may be hired at level 1, 2, or 3 dependent upon qualifications.

Salary:
NRS I – $25.63/hour
NRS II – $27.96/hour
NRS III – $30.28/hour

• Coordinates with federal and state agencies, tribes, local governments, and resource and community interests to periodically review and update the Island County Salmon Recovery Plan and associated implementation strategies, measures, and schedules.
• Coordinate implementation of Island County Salmon Recovery Plan by facilitating communications, issue resolution, cooperation, agreements, and partnerships among parties.
• Identify and/or develop new funding sources or opportunities to support Salmon.
• Recovery and watershed enhancement efforts.
• Responsible for administration of grant management.
• Responsible for technical assistance to other Island County departments in the area of surface water management, natural resource management, and salmon enhancement.
• Responsible for the management of the Salmon Recovery Program and implementation of the County Salmon Recovery Strategy Plan.
• Coordinates Salmon Recovery Technical & Citizen Committee.
• Responsible for the Endangered Species Act for listed Chinook salmon response and coordination with local jurisdictions, regional committees, and state and federal government.
• Responsible for technical assistance to the general public and special interest groups on issues of Salmon Recovery and natural resource management.
• Coordinate education and outreach programs for the department.
• Promote public understanding, support, and participation in salmon recovery and water resource management efforts.
• Perform other tasks as directed.

• Natural resource, land use, fisheries, ecology and/or water resource policy development, planning, and/or management;
• Knowledge of salmon habitat life cycle and history, and salmon habitat needs.
• Knowledge of Federal, state and local environmental and natural resource laws.
• Ability to plan, develop and deliver public presentations which include displays and interactive participation activities.
• Ability to develop outreach material and technical publication skills.
• Experience with group management, advisory committee administration, and group facilitation skills.
• Familiarity and experience with wetlands, creek, and marine near-shore ecosystems field inventory techniques. Familiarity with Puget Sound.
• Good oral and written communication skills.
• Knowledge of research, data collection, data management, and technical writing.
• Knowledge of project management including budgets and contract negotiations.
• Working knowledge of interlocal agreements, interdepartmental agreements, and consultant contracts.
• Advanced computer skills.
• Ability to maintain a high standard of accuracy, completeness, and efficiency.
• Ability to quickly grasp new techniques, deal with rapid change in events, remain calm in stressful and sometimes hostile situations, and relate to various personality styles in a professional manner.
• Work effectively as a team member within a small office environment and independently with limited supervision.
• Experience or skill with conflict management and/or resolution.
• GIS and data manipulation, management, and presentation of technical and graphical data skills desired.

• NRS-I: Prior experience in a natural resource field preferred and a high school diploma or equivalent.
• NRS-II: At least 2 years of experience or a bachelor’s degree in Biology, Ecology, Environmental Science, or a related field.
• NRS-III: At least 5 years of experience or 2 years of experience and a bachelor’s degree in Biology, Ecology, Environmental Science, or a related field.

Ability to successfully complete various required training classes and to obtain certificates necessary for functional skills performance, maintenance, and improvement with the latest advances in the management of natural resources and nonpoint pollution prevention.

Valid Washington State Driver’s License. Complete County administered WA State Patrol background check.
