The position (K0227015) The Planning and Standards Unit in the Bureau of Water is hiring an Environmental Specialist to serve as the coordinator for the Kansas Surface Water Quality Standards (KSWQS). The position offers the opportunity to oversee the review of KSWQS while revising and adopting standards, as appropriate, by way of the triennial review in accordance with 40 CFR 131 and Section 303 of the Clean Water Act. Duties include analyzing environmental datasets, performing, and presenting on independent research, writing technical reports in support of agency positions, and supporting the NPDES Water Quality Certification Program. This position is responsible for directing KSWQS regulations packages through State and USEPA processes. Job Responsibilities may include but are not limited to the following: Review, update, and maintain the Kansas Surface Water Quality Standards (K.A.R. 28-16-28b et seq.) Tasks include: A. Research technical literature to maintain current knowledge of national physical, chemical and biological water quality standards and calculate appropriate water quality criteria for Kansas; B. Reviews and provides professional recommendations on federal and state regulations pertaining to water quality standards to internal and external customers. Develop regulations to implement needed changes in the Kansas Water Quality Standards; C. Conduct or oversee the development of economic impacts for proposed water quality criteria; D. Participate in public meetings and hearings concerning proposed regulations dealing with the Kansas Water Quality Standards; E. Coordinate adoption of Kansas Water Quality Standards with the US Environmental Protection Agency.
Oversee the review of all NPDES permits for compliance with Kansas Surface Water Quality Standards. Tasks include: A. Evaluate written determination of compliance; B. Determine alternative permit conditions and/or limitations necessary for proposed discharges to meet the Kansas Surface Water Quality Standards; C. Provide expert technical advice and consultation to other Bureau staff regarding the evaluation of water quality certification based on sound chemical and biological principles; D. Ensure Wastewater certifications are completed in accordance with established Waste load Allocations set in Total Maximum Daily Loads Documents; E. Ensure proper monitoring recommendations are identified in the wastewater certifications based on impairments for the discharging receiving stream as determined by the current 303(d) list of impaired waters.
