Job Description:
Perform contract administration primarily for smaller programs, spares, and basic ordering agreements having a cumulative value up to $5M. Represent the company in contractual communications with the customer, both written and oral. Analyze solicitations for identification of all elements of business risk. Specify to the Program and Proposall Manager all contractual guidelines to be followed during proposal preparation. Organize the technical data, delivery schedule, terms and conditions, and other contractual elements into a cohesive proposal. Ensure that any exceptions to customer’s requirements are clearly spelled out in all proposals. Review cost data and other detailed information to assure that bids can be supported to Government representatives. Provide counsel to management regarding proposed contract liability, terms and conditions, and compatibility with established company practices.
Essential Functions:
• Close interaction with external customers and internal program management office • Responsible for proposal preparation, contract negotiation, contract administration, and customer contact activities for assigned contracts/programs • Serve as the primary communication conduit between L3Harris and the respective customers • Provide a proactive voice in the business process • Provide proper contract acquisition and fulfillment in accordance with company policies, legal requirements, and customer specifications • Analyze material estimates, equipment services, production costs, performance requirements, and delivery schedules to ensure accuracy and completeness • Prepare bids and proposals • Prepare and conduct negotiations • Processes specifications, progress reports, and other reports • Advise management of contractual rights and obligations • Compile and analyze data as required • Maintain historical information for assigned contracts • Prepare and conduct negotiations of assigned contracts
Qualifications:
• Bachelor’s Degree and minimum 4 years of prior relevant experience; Or, 2 years post-Secondary/Associates Degree and a minimum of 8 years of prior related experience; Or, Graduate Degree and a minimum of 2 years of prior related experience • Working knowledge of the FAR and DFAR • Experience with providing certified proposals • Microsoft Office (Word, Excel, Powerpoint, etc.) • Ability to attain a Security Clearance post employment
Preferred Additional Skills:
• Advanced education within the discipline, or MBA • Negotiation experience • Demonstrated business acumen/finance experience • Demonstrated ability to build relationships • Strong verbal and written communication skills are a must • NCMA professional certifications (CPCM, CFCM, etc.) are a strong plus
