RESIDENCY POLICY

Residency is defined as the place where one’s primary residence is located. The boundaries for

Leavenworth County employees incorporate adjacent counties to include: Wyandotte, Johnson,

Douglas, Jefferson, and Atchison Counties in Kansas and Platte County, Missouri. Certain

departments within the County may have more stringent requirements for residency such as the

Sheriff’s Department and Emergency Medical Services. Any exception to this residency requirement

must be specifically approved by the BOCC. (Revised 04/21/05)

DUTIES SUMMARY

Candidate will be capable of working under the direction of the County Surveyor to complete the

duties and responsibilities related to the responsibilities of County Surveyor position (see K.S.A. 19-

1420) and the survey division of the Department of Public Works. The Survey Technician position

must be capable of researching and identifying the road records and road-right-of-way documentation

of all county maintained and owned roads. Candidate shall be capable of staking right-of-way as

needed for disputes, utility work, and construction needs related to the projects of the Department of

Public Works.

Aid in creating surveys, legal descriptions, and exhibits as needed for departmental needs and be

capable of reviewing, commenting and approving work prepared by staff, consultants or vendors. Aid

with the establishments and maintenance of the horizontal and vertical control network for

Leavenworth County. Advising the department leadership, county departments, and general public of

surveying related matters. Maintain the integrity of survey monuments set in public land survey

system. Review and comment on proposed projects, plans, plats, and other engineering documents

related to the development of Leavenworth County. Maintain the standards and specific ation for

development and plan submittal process for Leavenworth County as it relates to surveys. Manage and

direct the division staff as applicable for full time and intermittent-on-call personnel. Provide

oversight of survey operations to ensure accurate and quality control in the field data collection and

staking process. Interact with the public in various capacities through public meetings, department

inquiries, phone, written, and electronic formats. Collaborate closely with department leadership for

the growth and efficiency of the department of public works.
