Summary This position is located in the Financial Management Directorate, Library Collections and Services Group. Responsibilities This position serves as a Data Analyst located in the Financial Management Directorate (FMD) within the Library Collections and Services Group (LCSG) at the Library of Congress (Library) and reports to the Director of Financial Management. FMD provides oversight, stewardship, and risk management for all budgetary and financial management activities of LCSG to support the mission and priorities for the functions and business units that comprise LCSG. The position will provide focused analysis that is broad, ranging from designing, developing and utilizing financial data collection tools, gathering financial data from external sources, integrating and analyzing data; reporting trends, conclusions and potential impacts as the data relates to various programs within LCSG. While performing daily duties, the incumbent is also responsible for ensuring proper handling and security of Library of Congress materials. Using data-based analysis methods, assesses the program effectiveness of complex financial management processes and systems encompassing difficult and diverse functions or issues affecting critical aspects of the major cross organizational programs including budget and human capital planning for LCSG. The scope of the assessments or data collection encompasses large portions or the entirety of a program or may be limited to narrow aspects of same. Participates in developing strategies for implementing and tracking the work of the unit. Communicates to the Director, FMD and other LCSG managers when adjustments or changes in objectives or shifts in priorities have occurred. Recommends and develops data-based assessment project plans that include guidance on the data to be collected and analyzed, and the performance targets to be met. Assists in refining and updating FMD program or assessment plans in ways consistent with Library priorities. Identifies and utilizes efficient methods, best practices, and tools to capture relevant data relating to FMD historical financial management programs including complex budget and human capital (hiring plan, trends, etc.). Researches trends that include evolving industry workflow, service and assessment standards. Using data collection knowledge, acquires primary and secondary data from existing internal and/or external sources, including shared service providers and other compatible federal agencies. Recommends alternative data collection approaches to ensure efficient and effective data capture and analysis. Manages data collection systems and strategies that optimize statistical efficiency and data quality. Utilizing knowledge of survey design protocols, develops survey instruments and conducts or coordinates data collection efforts. Serves as a knowledgeable source for surveys, statistics, data collection, and data analysis. Advises the FMD Director and other LCSG managers and staff on appropriate survey techniques and best practices for analysis of financial data. Consults with all levels of management and staff within LCSG. When analysis and recommendations are released or presented, the incumbent will address conflicting views on matters pertaining to major financial management programs conducted or monitored by FMD. This may require negotiation and/or conflict techniques to influence management and staff on process changes, recommendations, or financial/human capital changes. Conducts briefings and presentations to managers and staff inside and outside LCSG regarding financial program assessment and data collection methods and results. Presents results of surveys and report findings orally and in writing to diverse audiences. Drafts memos, correspondence, reports, presentation materials and other complex analytical documents that include narrative text, graphs, charts, tables, and other visual representations of data and analysis. Information prepared takes into account the audience’s capacity to understand the information and ensures that information is appropriate for the level of the audience. When contributing material to others, consults with individual or team to determine the most effective method of information presentation to include the integration of statistical analysis and findings into reports and other public presentation documents. Using a variety of data collection, analysis, methods and tools, prepares statistical/analytical reports about financial management programs and the documenting/forecasting of current and anticipated needs of LCSG users. The salary range indicated reflects the locality pay adjustments for the Washington, D.C., Metropolitan area. The incumbent of this position will work a compflex or flextime work schedule. This is a non-supervisory, bargaining unit position. Relocation expenses will not be authorized for the person(s) selected under this vacancy announcement.
