A panel will be formed from which future relevant permanent; contract and temporary posts will be filled during the lifetime of the panel. The post will be permanent/contract/temporary, wholetime and pensionable.
The duties of the person appointed to the office shall be:
Lead a team of community wardens across the administrative area of Galway County in the exercising of the Council’s functions and provide technical and supervisory and administrative support across relevant service areas.
Responsibility for performance management of staff and overall operation of the community warden team, supervising the duties assigned to the team, and arranging for training and development of staff.
Work under the direction and supervision of the Senior Engineer in Infrastructure & Operations or other line manager as may be assigned.
Liaise closely with external agencies and stakeholders such as An Garda Siochana, other state bodies, local community groups, local businesses and residents.
Develop and maintain relationships with external agencies including An Garda Siochana to ensure co-operation and co-ordination in the implementation of works programmes.
Prepare such reports and presentations for the Council and other bodies as may be requested.
Carry out duties in an impartial manner that enhances public trust and confidence in the local authority decision making process;
Carry out duties with a clear understanding of the political and local context of the local authority
Provision of advice as may be required by the Council in the exercise and performance of its functions.
To regularly patrol appropriate areas and supervise the Community Wardens operation of beats of which they have been assigned.
Assignment of work activities to the wardens
Overall supervision and management of the implementation of Parking Byelaws
Return of time worked by wardens for Payroll, etc, purposes.
Arranging for Warden’s attendance at court and liaison with the Gardaí.
Attendance at Markets as required.
Standing in for absent wardens and the issue of notices on his/her initiative.
The keeping of records and the making of reports arising from the supervisory functions.
Ensuring the integrity of the Community Warden System initiative at all times in so far as it relates to the management and supervision of the Community Wardens.
To carry out on the job training of newly appointed and existing wardens as necessary.
To be fully conversant with the provisions of the Acts, Regulations and By-Laws, relating to the Community Wardens duties and responsibilities.
To issue “on-the-spot” notices as and when appropriate.
Be familiar with relevant policies, byelaws, and legislation.
Ensure compliance with Health & safety legislation and regulations, and the Councils corporate Health & Safety systems
Any other relevant duties as may be assigned by the Council from time to time.
Monitoring Public Open Space and Recreation and Amenity with regard to the following activities:
Compliance with Bye-Laws in relation to consumption of intoxicating liquor in public places.
Compliance with the Control of Horses Act
Use of pedestrian facilities by cyclists.
Compliance with the Litter Pollution Act.
Compliance with the licensing requirements of the Dog Control Act.
Compliance with other bye-laws introduced by the Council.
Illegal camping.
Other activities which are licensable by the Council (e.g. opening of roads, placing of skips in public roads, erection of scaffolding, placing of tables and chairs on public roads, etc.)
Identifying and reporting on breaches of tenancy agreements, for example,
Sub-letting
Carrying out commercial activity
Neighbourhood disputes
Identify breaches of Planning legislation, Buildings Control Legislation and Pollution Control Legislation for follow up by appropriate personnel.
Identify and notify appropriate personnel of hazards or other problems identified which require rectification by the Council, for example, hazards on footpaths, damage to signage, inadequate road markings, and defective public lighting.
Enforcement of Traffic Regulations, as covered by existing wardens in respect of stationary vehicles.
Enforcement of Litter and Waste Presentation Regulations as appropriate.
Enforcement of the provision of the Roads Act and consequent regulations as appropriate.
Provision of information and advice to tourists/visitors as appropriate.
Such other duties as may be assigned.
The above listed Duties will require the Community Warden Supervisor to:
Be familiar with relevant policies, bye-laws and legislation.
Implement procedures in accordance with training provided.
Keep accurate records.
Write clear and concise reports.
Attend and give evidence in court.
Be helpful and courteous to members of the public at all times.
Liaise closely with staff of various sections of the Council.
Work outside regular hours.
Note: The above duties outline the main functions and responsibilities of the post of Senior Community Warden and may be subject to change in the future.
Each candidate must, on the latest date for receipt of completed application forms:
Have obtained a standard of education such as would enable them to carry out satisfactorily the duties of the office
Possess a satisfactory knowledge of the functions and duties of local authorities; and
Possess a satisfactory knowledge or experience of office organisation.
Must hold a current full unendorsed driving licence, Category B
Possess good inter-personal skills and the ability to develop good working relationships with staff and local communities.
The ideal candidate shall have;
Previous experience in dealing with the public and providing a direct Customer Service.
Previous experience of staff management and supervision.
Proven ability to work with others and lead a team.
Previous experience in record keeping and preparing reports.
An ability to work on their own initiative.
