Incredibly it is serving a population of 13,000 spread across a huge 6,730 square kilometres, with an annual turnover of $40 million and assets of $400 million including one million visitors to one of the most beautiful environments in New Zealand.
The Ruapehu District offers an enviable lifestyle with the Tongariro World Heritage Park and the Whanganui National Park, as well as having snow sports, trekking, kayaking, hunting and fishing at your doorstep to support a healthy work-life balance.
It is an extraordinary time to be in Local Government with the challenges ahead of balancing the need for significant infrastructure investment whilst responding to global issues such as climate change. With roading and Affordable Water Reforms, Ruapehu District Council is taking greater account of climate change impacts in its’ decision making with significant implications for rural economies, whilst managing other issues such as the housing shortage.
With so much dynamic and transformational change ahead, an inspirational and influential leader is sought to join the senior leadership team.
The Role
A strong desire to provide best-in-class HR and strategic advice, that will support better decision making is the essence of this critical leadership role; and, to this end, the importance of producing high-quality information to guide both day to day operations and strategic decision making is highly valued.
What will set the experience apart is the collaborative, supportive and productive relationships with other Council staff, key community stakeholders and elected members that the People, Capability & Safety teams will strive for, in all touchpoints.
The Executive Manager People, Capability & Safety reports to the Chief Executive Officer with a core focus on staff leadership, driving organisational culture across Council, supporting organisational safety, and providing strategic recruitment advice.
Ensuring the effective functioning of the People team and providing effective solutions and advice, the role oversees the annual planning and reporting process of the HR function, including salary budgeting, involvement in HR workgroups; as well as ensuring supervisors have effective ER support.
Working in collaboration with other members of the Leadership team the Executive Manager, People, Capability & Safety will quickly create strong connections and understanding of the wider District Council’s needs and will ensure the management team is well supported, and that close relationships are nurtured internally and externally.
About You
As an HR Professional with at least 10 years experience, you will have experience with employment relations, talent acquisition, and health & safety. With a background in people leadership, you will also have a good knowledge of general HR principles for leading the whole People team. With good general leadership and influencing skills you will be able to manage the Capability and Safety teams too.
Ideally you will have experience working in Local Government, or have a mix of local government, central government and private sector experience; and if not already working within an executive leadership team, you are ready to step-up from an HR Manager role.
Good work/life balance, flexible working arrangements, a highly motivated executive leadership team, and an attractive remuneration package are on offer.
If you are already or can base yourself in Taumarunui that would be amazing but it isn’t essential – working remotely is realistic with some commuting, for someone who is a great fit!
